YB Datuk Seri Dr. Dzulkefly Ahmad, Menteri Kesihatan, hari ini menjawab pertanyaan YB Datuk Seri Dr. Zaliha binti Mustafa (Sekijang) di Dewan Rakyat berhubung komitmen penubuhan Suruhanjaya Perkhidmatan Kesihatan (SPK).
Penubuhan SPK kekal menjadi keutamaan Kementerian. Proses perundangan sedang diambil tindakan, termasuk keperluan meminda Perlembagaan Persekutuan, manakala sesi libat urus bersama suruhanjaya perkhidmatan lain dan Jabatan Perkhidmatan Awam (JPA) telah diadakan pada 22 Oktober 2026.
SPK kelak berkuasa dalam hal pelantikan, pengesahan, kenaikan pangkat, pertukaran, dan tatatertib. Kuasa mewujudkan perjawatan baharu dan menetapkan kadar emolumen pula kekal di bawah JPA dan Kementerian Kewangan (MOF).
Sementara itu, kebajikan petugas kesihatan terus diperkasa tanpa menunggu SPK ditubuhkan, seperti:

Sekurang-kurangnya 13,343 perjawatan tambahan diluluskan.

Penubuhan Pasukan Petugas Khas Perjawatan KKM.

Kenaikan kadar Elaun Tugas atas Panggilan (ETAP) bermula 2025.

Elaun pos basik paramedik dan jururawat dinaikkan kepada RM200 sebulan.

Lebih 15,000 pegawai perubatan kontrak dilantik tetap sejak 2023, termasuk 9,000 pelantikan tetap pada 2027 yang menoktahkan sistem doktor kontrak.

Prof Cynda Rushtonβs session on moral resilience at WMA @medwma scientific session at Rotterdam stayed with me.
Today at @UNUGlobalHealth Kuala Lumpur, Stakeholder Dialogue on Health Workforce Wellbeing in Malaysia, I shared this perspective.
Healthcare workers are resilient. But underfunding, understaffing, overwork and an unsafe workplace can repeatedly test that resilience.
Institutions must respond with adequate staffing, fair policies, psychological safety and supportive leadership.
Resilience cannot replace responsibility.

At the WMA GA 2026, Dr. C. Vinkers described moral distress as the gap between what good care needs and what doctors can do. Sometimes distress is an appropriate response to an unacceptable situation, so the question is when to help the person and when to change the system.

Take care of the workforce who takes care of the nation.
PMX needs to bring MOF, JPA , MOH & MOHE together. An independent Health Services Commission with power over workforce planning, appointments and funding is long overdue.
It will take years, but we have to start somewhere.
Responding to this afternoon's debate of the Sabah healthcare report by the Parliamentary Special Select Committee on Health.
We need a Health Services Commission now. It won't solve problems immediately, but it will show that we are serious.

MMA on 7th Sept. β26 , has written individually to all 222 MPs, including the PMX @anwaribrahim , Opposition Leader @hamzahzainudin_ and Chairman of PAC Health @suhaizankaiat , ahead of Budget 2027.
Our key ask is clear. Fund and retain the healthcare workforce.
KKM cannot solve this alone. MOF, JPA, MOHE and KKM must work together.
Health is not government or opposition. It affects every Malaysian.

The Health Ministry has clarified that medical officers posted to Sabah and Sarawak are eligible for full relocation allowances, following reports of doctors being unable to report for duty over denied claims.
It said the issue was resolved for the 2025 permanent appointment cohort, with the benefit continuing for 2026 and beyond.

The Health Ministry has clarified that the placement of 4,255 medical officers in Sabah and Sarawak began on Monday and is still ongoing.
Doctors assigned to permanent postings have until Oct 7 to report for duty at their respective facilities.
Those who have yet to report are urged to complete the self-reporting process before the deadline, it said.

With a week to Budget 2027, MMA urges a substantial increase in MOH funding. We raised this directly with PM and Finance Minister Datoβ Seri Anwar Ibrahim. Addressing workforce shortages, improving working conditions and protecting patient care cannot wait.
Sabah needs doctors but offering permanent posts alone is not enough.
If so many assigned doctors are not taking up their postings, we need to understand why and fix the system around them.
Recruitment without retention will not solve the workforce gap.
Incentives, housing, relocation support and clear career pathways matter.

The reported no-show rates for Sabah and Sarawak postings should concern all of us.
This is not only about permanent posts. It is about whether doctors can realistically relocate, live, work and build a career there.
We need incentives, proper housing, relocation support and clear career pathways.
An empty post does not treat a patient.

Healthcare has no colour.
Different backgrounds, one responsibility ; to care for the patient.
This picture says a lot.
Our doctors, nurses, physiotherapists and other frontline colleagues serve every day under pressure, often quietly.
But we must also remember ; they are human too.
They get tired. They carry stress. They worry about their families. Yet they continue to show up for ours.
We should not only thank them when something happens.
We must protect them, support them and stand with them every day.
