On October 11, 1963, President Kennedy signed National Security Action Memorandum 263. It ordered the withdrawal of 1,000 American military advisors from Vietnam by the end of that year and set the goal of a complete withdrawal of U.S. personnel by 1965. Six weeks later Kennedy was dead. On November 26, 1963, four days after the assassination and before Kennedy was buried, the Johnson administration issued NSAM 273. Its opening language declared that American objectives in Vietnam remained unchanged. In the months that followed, the withdrawal timetable disappeared and the groundwork for escalation was laid. Historians still argue over how sharp the break was. Some read 273 as a clean reversal of Kennedy's course, others as bureaucratic continuity that only looks decisive in hindsight. The sequence itself is not in dispute: a withdrawal order in October, the president dead in November, and a policy that within two years had put half a million American troops in Vietnam. More than 58,000 Americans and an estimated two to three million Vietnamese, Cambodians, and Laotians died in the war that followed. The two memoranda that mark the turn are dated within weeks of each other, and both are in the public record.
