The Indian High Commisioner said on CBC's Power and Politics that "Canada needs 60 MILLION people from India to help with Canada's resources".

If people move here from India, for example, don't speak english, they live together as a community and eventually over take a city (for ex: Brampton, Surrey, etc.) don't assimilate and they keep on living the exact same way as if they were still in their country.......are they Canadian?
