Hijāb is fundamental to Islāmic faith. The guidelines are against freedom to practice religion guaranteed by the constitution. If the same can be waived off for Sikh community, it can also be done for Muslim community. Hoping you will to take this up, @SaketGokhale Sahib.

I checked into this. Fact is 30,000 applications were rejected (& not specifically 1000 applications of Muslim candidates wearing hijab). WBPRB have clear guidelines for uploading photos on application forms. These guidelines are also uniform across India for applications.
