Mamdani is 100% correct here. The United States prison system is ineffective because on average it increases criminality in those who go into it instead of decreasing it.
Recidivism is a huge problem. 80% of people who go to prison in the United States will end up being arrested again within 9 years. The USA has the highest recidivism rate in the world if you go off of arrests, and one of the highest if you're accounting only for convictions.
What purpose does it serve? A negative one. Prison reform has been needed forever.
