A huge amount of work went into responding to and shaping the proposals of the LDAN bill. There has been nothing stopping SG from significant investment up to now, but the STRUCTURE is the issue. The right resource in the right place at the right time is a pipe dream.

John Swinney told me he had little control over ASN funding once it reached councils. LDAN was an opportunity to strengthen accountability and make rights enforceable. His government has CHOSEN to walk away from it.
