Combating anti-Semitism should be a civil rights priority, not a partisan issue. I spoke with @JNS_org about how changes in congressional leadership could affect investigations into campus anti-Semitism, federal enforcement, and efforts to hold institutions accountable. @MarkGoldfeder @GerardFilitti @brandeiscenter

It's sobering to see such incidents in @MontgomeryCoMD, of all places. Glad my team has been on it. Kudos to my colleagues for their hard work on this matter, including Sarah Golabek-Goldman@golobek_sarah, Shane Goldstein, Christina Brown, Marci Lerner Miller, and Ben Klein at @brandeiscenter. “For months, we have been demanding answers about billions of dollars in foreign funding flowing into American universities without adequate transparency or accountability. After six delays, the public was finally about to get those answers, until universities went to court to keep them hidden.
The public deserves to know not only what country this money comes from, but who is actually providing it. Without the identities of the foreign governments, state-controlled entities and other institutions behind these billions of dollars, students, parents and taxpayers cannot fully understand who may be seeking to influence American higher education – including whether foreign funding is contributing to the anti-Semitism and harassment Jewish students are experiencing on campus.
Universities have been required to disclose significant foreign gifts and contracts for decades, yet serious gaps in reporting and enforcement remain. Public disclosure provides an important layer of accountability that has been missing for far too long. The court should reject efforts to keep these foreign funding sources hidden and allow the Department of Education to provide the transparency that the public deserves.”
- @Klmarcus, Chairman and CEO of @brandeiscenter
Today, @brandeiscenter filed an amicus brief in Association of American Universities (AAU) v. U.S. Department of Education supporting the Department’s effort to publicly disclose the identities of foreign entities providing billions of dollars in gifts and contracts to American colleges and universities.
The filing comes after the Department of Education delayed releasing the information six times over nearly three months, despite repeated demands for transparency from the Brandeis Center. When the Department finally prepared to release the information on October 2, AAU sued to block disclosure, winning a temporary restraining order from a federal judge just hours before the scheduled release. The Brandeis Center is now stepping into the legal battle to fight for the public’s right to know who is funding American universities.
The Brandeis Center argues that the public has a right to know about significant foreign funding of American universities from foreign governments, state-controlled entities and other institutions. The brief also argues that the AAU has failed to substantiate its claims that this information is confidential or that its disclosure would cause the foreseeable harm required to prevent disclosure under the Freedom of Information Act (FOIA).

“You cannot follow the money if you do not know who is providing it.” Foreign funding of American universities deserves transparency and scrutiny, particularly amid rising campus antisemitism. My comments to The Jewish Voice on why Section 117 disclosure matters.

Mr. AlMuftah @hmmm1983: I see that you have taken an interest in the work of @BrandeisCenter and in supposed “disinformation.” But your diagram identifies no disinformation. It shows that several organizations have raised concerns about Qatari funding of U.S. universities.
The diagram below illustrates the coordinated disinformation campaign against the Qatar Foundation.
The Foundation for Defense of @FDD Democracies (FDD), the Brandeis Center, Jewish Insider, and other entities within their network sought to create controversy over the U.S. @usedgov Department of Education's delayed release of the latest Section 117 data. They have been manipulating this data to accuse the Qatar Foundation (QF) of improper spending in U.S. higher education. On August 31st, FDD's Craig Singleton published a negative op-ed on this topic in the @WSJ Wall Street Journal. On the same day, the Brandeis Center claimed to have sent an open letter to Secretary McMahon, accompanied by a FOIA request for the records. Additionally, lawyers from the Brandeis Center published an anti-QF op-ed in the Chicago Tribune that Friday morning. @TheJusticeDept
Their goal appears to be eliciting reactions from House Education Republicans and, more broadly, spreading disinformation that serves the interests of their controllers.
I co-authored an oped in @chicagotribune on Qatar’s influence in American higher education and its potential connection to rising anti-Semitism on college campuses.
Americans deserve transparency about foreign funding and the influence that comes with it. chicagotribune.com/2026/09/0….

The House just passed my Bipartisan Protect Economic and Academic Freedom Act with Congresswoman @virginiafoxx to stand firm against the BDS movement on college campuses and protect Jewish students and professors. This bill is an important step forward in ensuring academic freedom for all students. I will push the Senate to take up the bill shortly so it can become law.

Replying to @jewishinsider @marcrod97
The records were set to be published last week under Sec. 117 of the Higher Education Act, but were delayed for the fourth time in two months, according to the Brandeis Center. The records were initially slated for release in mid-July.
The Brandeis Center also filed a Freedom of Information Act request aiming to force disclosure of the reports, identities of those providing foreign funding and the details of the transactions.

The Louis D. Brandeis Center for Human Rights Under Law is proud to join a coalition of 26 major organizations in the submission of a joint letter to Congressional leadership, including Speaker @MikeJohnson, House Minority Leader @RepJeffries, Senate Majority Leader @LeaderJohnThune, and Senate Minority Leader @SenSchumer, urging them to adopt the DETERRENT Act (H.R. 1048 and S.1296) during this 119th Congress.
The DETERRENT Act, which passed the House with bipartisan support (241–169) in March 2025 and is now under consideration in the Senate, strengthens Section 117 reporting requirements for foreign donations and contracts to institutions of higher education. The legislation is designed to close longstanding gaps in oversight and ensure that foreign influence in American academia is fully disclosed and subject to accountability.
