Nothing in the GAA should be labeled as "unprogrammed." The GAA itself is the program. Sa sobrang galing nating mag-Ingles ay napapaniwala natin ang sarili natin na tama ang Ingles natin. 🤣
An unprogrammed item in the GAA means it is part of the wish list of the agency but no funds are available in the meantime to finance it. Nagbabaka-sakali na may ma-maniobrang pondo sa ibang item at mapondohan bigla, which in itself in unconstitutional. Savings are determined at the earliest sometime around late October and may only be utilized for other items in the GAA. Since UFs should not be in the GAA in the first place, kahit may savings olats pa rin. 🤭
The problem is that these items in the GAA are not scrutinized because at least 95% of our legislators does not know what the GAA is. They & their staffers just ensure that their pet projects are included and that's it - very parochial, very irresponsible, very juvenile ... and very selfish. 😡

For me, Zionists are not Jews, they are European settlers.
