The Chávez government treated the NED funding as evidence of conspiracy/treason (charges against Machado, Plaz, and others) rightfully so bc working with foreigners to overthrow your government is wrong. Isn’t that what everyone is screaming about today in the US? Or is it just wrong when a foreign country is involved in doing inside the US? Please elaborate on how we’re exempt from international norms we demand from others. The State Department called the charges without merit and aimed at intimidating civil society (which they do every time they’re caught doing it); process concerns were also raised by human-rights groups. Machado met President George W. Bush in 2005. Machado was present at Miraflores Palace during the short-lived Pedro Carmona government of April 2002. She appears on lists of signatories of the Carmona Decree (which dissolved the National Assembly, Supreme Court, and other institutions and concentrated power). She has long denied signing the decree itself, stating she signed a visitor’s book, attendance list, or blank paper. She lied. Súmate was founded in this period. The 2002 events involved violence and deaths. Later opposition mobilizations in which Machado was involved (elements of “La Salida” with Leopoldo López in 2014) included street protests, barricades (guarimbas), and clashes that produced casualties. Machado supported Bolton’s and Pompey’s Juan Guaidó’s January 2019 self-proclamation as interim president (quickly recognized by the U.S. and allies). She later distanced herself once she realized it wasn’t going to work, criticizing the approach as insufficiently decisive and advocating stronger measures (including references to international frameworks such as TIAR or forms of external pressure/intervention). USAID maintained large overall programs for Venezuela (humanitarian, development, civil-society, election involvement). Official U.S. figures and USAID statements describe hundreds of millions over multi-year periods which was labeled humanitarian or for regional migrant support/trafficking to the US, plus governance/civil-society components). A formal Development Objective Agreement existed with Guaidó’s recognized structures for cooperation; USAID stated it did not transfer program funds directly to the interim administration or high-level officials, though it covered certain advisor costs in some cases. Venezuelan government officials (e.g., Jorge Rodríguez, Diosdado Cabello) have alleged far larger direct transfers (hundreds of millions, sometimes cited in the $600M+ range for specific windows) to Guaidó, López, Machado, and associated networks for destabilization rather than humanitarian ends. Guaido had control of not a single lever of power in Venezuela yet the US immediately recognized him as being in power and his entire “administration” was in DC. It held up just long enough to get their lawsuit through to redistribute assets to US corporations WHICH WAS THE ENTIRE POINT OF THE EXERCISE. The US government spent hundreds of millions of our taxes to create a few months of a fake government to get a lawsuit through to make a corporation whole while leaving us the bill. I’d like to point out an interesting phenomenon. In this post Gen Flynn uses the fact that he’s filed whistleblower cases against USAID which implies he knows it’s been involved n nefarious activities. I’ve personally heard him acknowledge the same about NED. He also agrees and understands that the CIA, which works with both of these orgs is a shadow government. Having acknowledged all of that, when presented with someone who worked to overthrow the VZ government using the CIA’s, USAID, and NED he tells me to stop bullshitting my audience bc I mention those FACTS. Why? What I’ve noticed is it’s really difficult to address certain aspects of CIA activities when you agree with the end result but not the methods. So if you agree with all the CIA/media talking points about Chavez then when the CIA attempts to get rid of him, it’s easier to ignore all the organizations that are being trained and funded to overthrow the targets government. The major problem with that is it’s not principled based and it is a very slippery slope. Imagine sitting in a country that has been coup’d by the CIA a couple of times by the CIA and suddenly discover you have oil. You are floating in billions of dollars and decide it’s revenge time. You start funding a plethora of far left groups to overthrow Trump bc you want to maintain the status quo now that you’re a member of the high table club. The tolerance for the US intelligence agencies to overthrow foreign governments should be zero. My pointing out that you are actively supporting Machado calling her a hero when her organization in furtherance of a CIA/USAID funded coup that killed Venezuelans doesn’t make it bullshit bc you either don’t know it or are willing to overlook it. Machado’s Súmate received U.S. (NED and USAID) support starting in 2003, with continuity of engagement with the U.S. democracy-promotion apparatus through the 2019 Guaidó episode and later periods. Machado and Alejandro Plaz founded Súmate in 2002 as a civil society entity. It organized signature collection for the 2004 recall referendum against Hugo Chávez (which Chávez won), including an exit poll that predicted a different outcome and was disputed by observers such as the Carter Center. •NED Grant No. 2003-548.0 ($53,400, September 2003–September 2004) to Súmate for “Elections Education” / voter training related to the referendum. Machado signed as a board officer (vice president). •A 2005 WikiLeaks cable records Súmate leaders (including Machado) telling a U.S. congressional delegation they had received roughly $31k (NED) + $53k (USAID) and intended to continue seeking such support. • NED grants were reported in various accounts (tens of thousands more in subsequent years). Súmate publicly stated that the large majority of its funding (it cited ~93.7% through the mid-2000s) came from domestic Venezuelan sources, with the foreign portion limited and including NED, Konrad Adenauer, and Canadian Embassy support.
