Forget dodgy vape shops and suspect American Candy stores, Zoe’s (age 12) pretend teddy bear cafe was threatened with legal action by Bedford Borough Council. We even a planning enforcement officer turn up to inspect Zoe’s business . Luckily, no further action was taken by the council….this time!
