This is a thoughtful response to the problem that is affecting ordinary citizens in every city. We need to protect humans while being humane to dogs. But one point no one mentions is that the flaw in our system is not lack of resources, but the unwillingness or inability of municipalities to perform the task of rounding up and neutering stray dogs, even when funds have been provided. These funds are never actually spent where needed — in making the arrangements that the SC, in understandable exasperation, has now decreed.
Perhaps the funds should instead be allotted to Animal Welfare groups and sincere NGOs with a track record of sheltering animals? They are more likely to implement the ABC programme than the municipalities are.

Mr @SaketGokhale
Your appeal overlooks the fact that the Hon’ble Supreme Court, while passing directions regarding stray dogs in Delhi, has exercised its constitutional powers under Articles 32 & 142 to balance public safety with administrative responsibility.
The order is not “arbitrary” it is a judicial response to repeated failures by local authorities to curb rabies-related deaths and attacks, despite the Prevention of Cruelty to Animals Act, 1960, Delhi Municipal Corporation Act, and the Animal Birth Control (Dogs) Rules, 2001 & 2023 being in place.
The Court’s observations align with Article 21 rights not only of animals, but also of citizens, especially children and the elderly, who are at risk.
Judicial intervention became necessary after years of non-compliance by civic bodies and the rising number of fatalities.
Furthermore, the directions do not endorse “wanton cruelty” they call for removal and sheltering of aggressive stray dogs in a regulated manner, while still ensuring vaccination, sterilization, and possibility of adoption as per law.
This is in consonance with the ABC Rules and Section 11 of the PCA Act, which prohibit unnecessary pain but permit lawful seizure for public safety.
Thus, instead of perceiving the order as a step towards cruelty, it should be seen as a judicial enforcement mechanism for existing statutory obligations that municipal bodies have long neglected.
The larger Bench review you seek may still happen, but meanwhile, the order ensures immediate protection of human life while keeping the welfare of animals within the legal framework.

Until there is evidence, I refuse to believe in #EVM manipulation theories. So far there has been no definitive evidence to show that the EVM results can be manipulated. In an election of this scale, rigging requires the participation of hundreds, more likely thousands of people. It cannot stay a secret. Whatever be the result,it is best to accept it without putting the blame on EVM's. If anyone produces conclusive evidence beyond the stories of the odd EVM showing a vote for Lotus whichever button was pressed, I will be happy to change my mind. #Elections2024

Dr MS Swaminathan was the hero of the Green Revolution, freeing India from famines. Professor - we will miss you, and your gentle kindness. May your soul attain sadgati
It is with great sorrow that we mourn the passing away of the great Dr. M.S. Swaminathan, Founder-Chairman of CPR Environmental Education Centre. He guided us from the beginning, in 1989, establishing systems and suggesting areas where we should concentrate.

Friends have forwarded me a message doing the rounds from the usual trolls claiming that my advice to EAM @DrSJaishankar to “cool it” was over his reaction to the incident of the Khalistanis pulling our flag down outside the Indian Embassy.
It wasn’t.
When that incident occurred I expressed outrage even before MEA did, since I was accosted by cameras at the Lok Sabha as soon as it happened. Outrage was indeed the most appropriate response.
My comment urging restraint was about his remarks at Cubbon Park, Bangalore, to the BJP Yuva Morcha against the West, which were inevitably picked up by the national and international media and played badly abroad.
It’s not our style to poke our fingers in the eyes of foreign countries without provocation. The flag incident was a provocation & India’s response was fitting. I have no difference of opinion with the EAM over that. I regard him as a friend & a skilled and able Foreign Minister.
Let’s keep our foreign policy bipartisan. We are all Indians & all that matters should be our national interest.
