ALT STATEMENT The Public Prosecution calls for awareness, responsible expression of opinion, and wisdom in statements and actions, particularly across social media platforms. It urges everyone to refrain from anything that would offend nations, their leaders, or their peoples, or prejudice the relations linking the Sultanate of Oman with them. Accordingly, the Public Prosecution affirms that it will take all prescribed legal measures against anyone committing any act to the contrary—whether through publishing, reposting, participating, inciting, or any other form criminalized by law—in accordance with the provisions of applicable legislation, including Articles (20, 23, and 26) of the Law on Combating Cybercrimes.

ALT Communiqué Le ministère public appelle chacun à faire preuve de discernement et de responsabilité dans l’expression de ses opinions, ainsi que de sagesse dans ses propos et ses comportements, notamment sur les réseaux sociaux. Il invite également chacun à s’abstenir de tout propos ou acte susceptible de porter atteinte aux États, à leurs symboles ou à leurs peuples, ou de nuire aux relations que le Sultanat d’Oman entretient avec ces États. À cet égard, le ministère public souligne qu’il prendra les mesures légales prévues à l’encontre de toute personne qui commettrait de tels actes, que ce soit par la publication, la republication, le partage, l’incitation ou toute autre forme d’acte réprimé par la loi, conformément aux dispositions de la législation en vigueur, notamment aux articles (20, 23 et 26) de la loi relative à la lutte contre la cybercriminalité.

ALT Key Highlights of the Law on Combating Narcotic Drugs and Psychotropic Substances Issued by Royal Decree No. (67/ 2026) Expanding eligibility for exemption of criminal proceedings against drug users to include requests submitted by relatives up to the fourth degree, in the absence of relatives within the second degree. Extending legal protection to witnesses and individuals cooperating with the competent authority in combating drug-related offences. Setting the period of temporary closure for premises where specified drug-related offences are committed at three months to one year, while retaining permanent closure in cases prescribed by law. Extending the circumstances in which refusal to provide a sample for drug testing constitutes a criminal offence to include cases where the Public Prosecution has authorised a person's arrest for suspected drug use, or where the person's family has reported their use or possession of narcotic drugs or psychotropic substances.

ALT Principales nouveautés de la loi relative à la lutte contre les stupéfiants et les substances promulguée par le décret royal Extension du bénéfice de la non-poursuite pénale du consommateur aux membres de sa famille jusqu'au quatrième degré de parenté, en l'absence de membres de sa famille jusqu'au deuxième degré. Extension de la protection juridique aux témoins et aux personnes qui coopèrent avec l'autorité compétente. Fixation de la durée de la fermeture temporaire des lieux en infraction à la loi, pour une période allant de trois mois à un an, tout en maintenant les cas dans lesquels la loi prévoit la fermeture définitive. Élargissement des cas dans lesquels le refus de fournir un échantillon constitue une infraction, afin d'inclure le cas où le ministère public autorise l'arrestation dune personne pour consommation de stupéfiants ou de substances psychotropes, ainsi que celul où les proches de cette personne signalent sa consommation ou sa détention de telles substances.

ALT The Sultanate of Oman Participates in the Conference of the Parties to the United Nations Convention against Transnational Organized Crime in Vienna The Sultanate of Oman is participating in the thirteenth session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, being held in Vienna from 19 to 23 October 2026. Oman is represented by His Excellency Nasr bin Khamis Al Sawa’i, Attorney General and Head of the Government Experts Team, accompanied by the official delegation. The Conference discusses the implementation of the Convention and its Protocols, as well as strengthening international cooperation in combating organized crime. Key issues include the extradition of wanted persons, mutual legal assistance, combating human trafficking, the smuggling of migrants, and the illicit trafficking in firearms.

Extending the scope of regulatory oversight to include veterinary establishments among the entities subject to the provisions of the Law. Expanding regulatory oversight of the medical handling of narcotic drugs and psychotropic substances to include allied health professionals among those subject to such oversight. Increasing fines and raising the minimum and maximum terms of imprisonment for certain offences, while retaining the death penalty for the most serious crimes.

Élargissement du contrôle applicable à l’usage médical des stupéfiants et des substances psychotropes, par l’assujettissement des professionnels des professions médicales auxiliaires aux dispositions régissant cet usage. Relèvement des amendes et augmentation des peines minimales et maximales d’emprisonnement pour un certain nombre d’infractions, tout en maintenant la peine de mort pour les infractions les plus graves.

ALT *Attorney General Receives UK Parliamentary Delegation* Attorney General Nasr bin Khamis Al-Sawa’i received today, Wednesday, 7 October 2026, a parliamentary delegation from the friendly United Kingdom, headed by Dame Emily Thornberry. During the meeting, the Public Prosecution delivered a brief presentation on its mandates and roles within the justice system. The presentation also highlighted the stages of its digital transformation and key areas in which modern technologies have been utilized to develop its operations and enhance performance efficiency.
