MANIPUR STATE-SPONSORED SECESSIONIST MOVEMENT AGAINST THE INDIAN UNION It has been observed that certain individuals may be misled by the narrative and propaganda campaign orchestrated by Meitei and Tangkhul elements against the Indian Union, the Assam Rifles, the Indian Army, and, in particular, the Kuki-Zo community in the state of Manipur. Without intending any disrespect to the CRPF and other paramilitary forces, it may be noted that while they are well-versed in handling insurgency in Naxalite-affected regions, they remain inexperienced with respect to the complexities of Manipur. At present, they function under the direct supervision of the Meitei-led state government, seemingly to appease the narratives propagated by organizations such as COCOMI, FOCS, Haomee Federation, UNC, TKL, and AMUCO. The difference between the Assam Rifles / Indian Army and some of the recently deployed CAPFs with colourful gear is clear — while the latter often seek credit and photo opportunities, the Assam Rifles and the Indian Army have, since 1835, stood firm for peace, risking their lives, honouring their commitment, and delivering on the ground without seeking publicity. The motive of the Meitei, Tangkhul, and Liangmai communities and their affiliated secessionist narco-terrorist outfits — namely PLA, UNLF, KCP, PREPAK, KYKL, and NSCN-IM/EF — is evident. They seek unrestricted movement for their cadres and for their narcotics, arms and drug smuggling business, operating anti-India activities from Myanmar. They are fully aware that such free movement is not possible as long as the Assam Rifles and the Indian Army remain stationed in Manipur. Furthermore, they have categorically understood that their secessionist agenda cannot succeed unless the Kuki-Zo community is suppressed. Important prevailing points that must be noted: 1. The Orchestrated Campaign Against Assam Rifles: The systematic campaign demanding the removal of Assam Rifles from Manipur is not a people's movement, but a sponsored agenda by valley-based insurgents and their frontal organisations. It is the Assam Rifles that has been guarding the Indo-Myanmar border and preventing the trans-border movement of insurgents, drugs and arms. 2. Buffer Zones and Selective Security: While Kuki-Zo villages continue to remain under strict buffer zone restrictions and are denied free movement even for essential commodities, armed Meitei and Tangkhul cadres move freely in the guise of village volunteers, carrying sophisticated weapons looted from state armouries in 2023. 3. Misuse of Suspension of Operations (SoO) Narrative: The false propaganda that SoO groups are responsible for the crisis is being used to deflect attention from the thousands of arms and lakhs of rounds of ammunition looted from the Imphal valley and still in the hands of Meitei radical groups like Arambai Tenggol and Meitei Leepun. 4. The Kuki-Zo as the First Line of Defence: In essence, since May 2023, there have been no attacks on the Assam Rifles or the Indian Army in the hill areas, primarily because the Kuki-Zo community has vigilantly guarded its territory and prevented the infiltration of secessionist narco-terrorist groups such as PLA, UNLF, KCP, PREPAK, KYKL, and NSCN-IM/EF, which conduct anti-India campaigns from Myanmar. In this context, a pertinent question arises as to why Meitei politicians and the state government have permitted such secessionist narratives to proliferate unchecked. Does this imply their complicity in the issue?
