One of the darkest aspects of this tragedy was the failure of the international community to prevent the genocide or protect the victims. While more than one million Tutsi were murdered in approximately 100 days, the international response was profoundly inadequate. The withdrawal and reduction of UNAMIR forces, despite clear warnings of the impending catastrophe, remain among the most painful failures of international responsibility. This failure stands in stark contradiction to the purpose of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. The tragedy was not only the systematic extermination of the Tutsi, but also the world's failure to act decisively while an entire population was being targeted for destruction.
