It is likely that President Trump will fire Secretary Hegseth before he can be exposed to an impeachment trial.
However, the Belknap Precedent gives Congress the power to impeach and try a cabinet secretary for actions while in office, even if they resign or are fired. Ironically, William Belknap was the Secretary of War when he resigned facing impeachment and was tried anyway. When the Secretary of War was a real thing, and not a cosplay title.
It is also important to note that the President's pardon power cannot be used to block impeachment proceedings.
I would urge Congress to submit the articles of impeachment and force Secretary Hegseth to appear, even if he is fired or resigned. He has to answer for his criminally negligent leadership of the Department of Defense and the American public deserves to know the true cost of his actions, both financially and in human lives.
