It has been more than 24 hours since I turned iCloud Keychain off after iOS 17 turned it on without my permission. I just reset the iPhone and signed in to check if my passwords are still stored on Apple servers. The answer is yes.
After signing in iOS automatically enabled iCloud Keychain and the iPhone downloaded all the passwords 👏.
*All devices sharing this iCloud account don't use iCloud Keychain.
