THE FILE IS NOT THE FIGHT I read this article carefully about the Joint Warfighter Evaluation, and I actually think the author is arguing in good faith. So I’ll return the salvo in kind. Mostly. His central mistake is assuming the current system has already identified most of the right people, and JWE is simply another instrument to refine the cut. I mostly disagree. The current system absolutely identifies talent. It identifies people who are very good at succeeding inside the current system. They understand the gates, the timing, the tribes, the assignments, the patrons, and the wickets required to survive decades of institutional judgment. That takes ability, sure. It just does not prove you can actually fight. The author actually describes the problem himself when he writes that “timing and tribes” can determine who becomes a general and then concludes there is “nothing inherently wrong” with that. There is. Every tribe eventually starts breeding in its own image. If the men choosing the next generation value the same assumptions that made them successful, the institution becomes a hall of mirrors. Everyone looks impressive because everyone looks familiar. JWE puts a bit of a window in the room. The Louisiana Maneuvers point is where I disagree most. The author argues Marshall faced a fundamentally different problem because today’s colonels have already commanded, been assessed repeatedly, and spent 25 years operating in war. But that misses the lesson. Marshall wasn't simply asking whether an officer had experience. He wanted to know whether yesterday’s successful officer could fight tomorrow’s war. We have that EXACT problem now. Twenty years of GWOT experience can be enormously valuable. It can also be scar tissue. COIN rewarded habits, assumptions, risk calculations, command structures, and instincts shaped by a very particular kind of war. The next fight may punish some of them brutally. Experience is only an advantage until the battlefield changes faster than the officer does. The French Army of 1940 was not short on experienced officers. It was short on officers whose experience had not become a literal prison. The article also separates “Can this officer fight?” from “Can this officer think?” and suggests war colleges might provide the latter. At this level, I don’t think those are separate questions. Senior warfighting is thinking under pressure. The information is incomplete, the enemy moves, logistics fracture, time disappears, political constraints intrude, and every option sucks. Writing an excellent paper can tell me something about your mind. Watching you make consequential decisions when the floor starts moving tells me something else entirely. And this is where I think the article undersells JWE. JWE is not revolutionary because it produces another score. It's revolutionary because it allows the institution to discover that its own résumé may be wrong. A 'golden child' might freeze. Yet the quiet colonel might see the entire problem immediately. The officer with every credential and every sponsor might get beaten by someone nobody had penciled in for stars. If we're unwilling to accept that possibility, then there is no reason to test anyone, ever. For thirty years we have looked at the file and inferred the officer. JWE simply asks reality for a second opinion. The file tells you who the institution thinks can fight. The arena of the JWE tells you who actually can. But @stuartscheller may have some thoughts on this as well. mwi.westpoint.edu/how-do-you…

It’s Friday night in Arlington. I’m sitting on my apartment balcony staring at the Pentagon. It’s raining. Literally water on my face, phone, and face. And by face, I mean big smile. Just wanted to post the following – my team will win. We… will… win. RAH

I was fortunate enough to watch from the balcony. @SecWar delivered an inspiring speech. The entire drive back from Quantico all I could think about was how much hate this man receives, yet his unrelenting courage to remain steadfast. I'm going back into work. Can't let him down
.@SECWAR “We got rid of the DEI-based, social-emotional evaluations known in the Army as B-CAP and C-CAP. You won’t have to endure them. They were Milley and Austin specials—intended to create politically correct quotas for race and gender. Under the guise of double-blind psychology assessments, the previous administration forced out so-called “toxic leaders” in favor of promoting risk-averse, go-along-to-get-along conformists. It was the true politicization of the military. Stupid and dangerous. Now, instead, we have instituted a performance-based Joint Warfighting Evaluation.”

A much needed return to America’s tradition of producing the world’s TOUGHEST officers. It’s time to put lethal warfighters back in command.

And just like that.....this is how you rebuild a warfighting military.👏👏👏 Our fantastic @SecWar has announced the creation of The Joint Warfighter Evaluation. It puts colonels and captains through realistic combat decision-making instead of just stacking staff jobs and polished evaluations. Eisenhower and Nimitz weren’t selected because they were good at Pentagon PowerPoint. They were selected because they could fight and adapt under pressure.🫡🇺🇸 Our troops deserve commanders chosen the same way. Well done, Secretary Hegseth.👏👏👏👏

FWIW this guy also went to Harvard. Shocking right? Working with some incredible leaders like @DerrickforVA and @JulesHurstIII, Luke has drafted more meaningful policy proposals, especially for the Army, than most in the Pentagon. Bureaucrats despise him. So I like him.
As a proud Virginia Military Institute (VMI) graduate and former active-duty U.S. Army Special Operations Forces Officer, I’m thrilled to follow in George Marshall’s (VMI ‘1901) footsteps to shape America’s officer corps. America demands senior officers that can build and sustain combat power, layer battlefield effects, and impose devastating costs on our Nation’s enemies. The Joint Warfighter Evaluation (JWE) and a departure from careerism are critical to this end and enhancing senior officer selection and assignment processes. Who we promote, and who we empower matters, and affects everything from recruitment, to retention, to readiness and quality of life. Aggressive innovation in talent-management is key, and we must not build a military that operates solely based on the last conflicts it had a positive experience fighting. We are not guaranteed such privilege in the future. Shout out to the many incredible uniformed and civilian leaders across the Joint Force and @DeptofWar working to make the JWE happen and thank you @stuartscheller and @SecWar for trusting me to support this transformative initiative. We’re just getting started! 🇺🇸

Warfighter > Politician 💥🇺🇸
🚨 JUST IN: SecWar Pete Hegseth just announced a Joint Warfighter Evaluation that will FORCE colonels and Navy captains to prove they can fight before they ever get a star HEGSETH: "To cut bureaucracy and demand true meritocracy across our senior ranks!" "Starting this year, eligible O6s — that's colonels and Navy captains — screening for one star will undergo this assessment to stratify their ability to fight, adapt and win." "In 1941, General Marshall did not look for consensus builders. He searched for warfighters. Our troops deserve commanders chosen by proven competence, not paper credentials." 🔥 Hegseth is HELLBENT on making sure our military remains the most elite in world history That ESPECIALLY includes the people who command our warfighters. Leading from the front! He's been personally showing up around the nation training with our heroes early in the morning to SHOW THEM the top brass must be physically capable just like the troops 🇺🇸 The impeachment attempt against Pete is going to fail miserably. THAT'S OUR SECWAR.

This will elevate the ranks of military leaders at the top. No doubt the detractors will bitch & moan but you have to ask yourself, why would you not want rigorous standards for your General Officers & Navy Captains? Is it because you are content to see the U.S. military slide into mediocrity? Or is it because you are part of the political machine that has been systematically whittling away the advantages the U.S. military has over America’s enemies through the policy of “over-match” which under Biden’s autopen administration was downgraded to “parity”. I am not making this up: it comes from a U.S. military General who was told directly that the policy for U.S. forces in space was no longer er “over-match” - it was “parity” & there were multiple orders that I cannot disclose publicly that went along with ensuring that outcome. That is real. So is the fact that we left behind over $80 billion dollars of military equipment in the hands of terrorists in Afghanistan, including sensitive technology that had given U.S. forces a significant advantage on the battlefield - ie: over-match. Why would anyone do that when there was no one forcing them to do so? No reason to pull out in chaos & adhere to a timeline set by terrorists you could have crushed overnight if you had used a fraction of your advanced military capability? We are facing Americans, leaders within our own country, who have been actively degrading the American military and reducing our advantages on the battlefield as a matter of policy. Not an accident, not a mistake. Intentional.
Today, I am announcing the Joint Warfighter Evaluation.

A new Pentagon promotion test is putting would-be generals into simulated combat scenarios before boards decide who gets a star. The Joint Warfighting Evaluation will give eligible senior officers military problems to solve, with some versions featuring an AI-powered adversary that responds to their decisions in real time. "Right now in our current system, we have people that are very good at navigating their careers," Pentagon adviser Stu Scheller tells Fox News Digital, while stressing existing performance reports will remain the "bedrock" of promotion decisions. The first evaluations are expected in 2027, and each service is taking a different approach. See what future generals will face: foxnews.com/politics/pentago…

There is an Army saying you hear dozens of times when you make full colonel: "Congratulations, that's the last promotion you will ever make based solely on merit." The idea behind that saying is that when it comes time to compete for a 1-star promotion, you need a sponsor, and having a sponsor who sits on the promotion board matters, greatly. That's how we get politicized generals who support racist, anti-American nonsense like DEI. This is a great, great step in replacing politics with merit at our senior ranks. This is what a revolution in military personnel affairs looks like.

BZ @stuartscheller … what a great opportunity to make an incredible impact. I look forward to seeing the details of the new O6 EVAL criteria…and in a way, this might play into one of my long-standing “off the reservation” recommendations. No one should go to a war college until after O5 command. Yes, this would require a lot of changes and restructuring of legacy habits, but if we are going to have a crucible for O6s in the bucket to be the next 1-stars, what would be better than war colleges who help them get ready?
