When I was in school, History and Civics were my favourite subjects. Perhaps because my mother was a History teacher, and the stories of India's freedom struggle were part of my childhood long before I fully understood their meaning. While reading about British imperialism and the atrocities committed against our freedom fighters, one question always troubled me that "How could Indian soldiers and policemen, themselves sons of this soil, raise their hands against their own people to protect a foreign empire?" How could they beat the very people who were fighting for their freedom? As a child, I could never understand it. Today, watching the Delhi Police's treatment of students, young protesters and opposition leaders demonstrating against SIR and Chief @ECISVEEP Commissioner #GyaneshKumar, I think I finally understand. The uniforms have changed. The rulers have changed. The Constitution has replaced the colonial order. Yet the temptation to use state power to silence dissent remains painfully familiar. When students are subjected to force for raising their voices, when opposition leaders are detained for protesting, and when citizens are treated as threats merely for questioning those in power, we must ask ourselves that are we witnessing policing in the service of the Constitution, or policing in the service of political power? I have come to believe that power does not merely corrupt individuals. When institutions are made subservient to those in authority, power can corrupt the very purpose for which those institutions exist. And this brings me to a larger realization. India does not merely need a change of government. India desperately needs police reforms. In 1861, the British created a police system designed primarily to maintain colonial authority. In 2006, an expert committee constituted by the @HMOIndia drafted the #ModelPoliceAct to help replace that colonial legacy with a professional, accountable and citizen-centric police system. Two decades later, comprehensive police reforms remain unfinished. We need enforceable police accountability, independent oversight, protection against political interference, and laws that make the Constitution, not the government of the day, the ultimate authority over policing. This requires a strong national framework for police reforms, alongside binding reforms by states, since policing is constitutionally a State subject. Because governments will come and go. Political parties will rise and fall. But unless we fundamentally reform the institutions that exercise coercive power over citizens, the cycle of repression will continue under different rulers. I began my childhood wondering why Indians in British uniforms could beat fellow Indians fighting for liberty. Today, I find myself asking why citizens of a free republic must still struggle to exercise the freedoms their ancestors fought to secure. Independence changed the hands that held power. True freedom will come when we change the institutions that allow power to raise its hand against the people. The police must serve the Constitution, not the throne. We live in a Democracy, not in a #deadlock right wing Kingdom.
