PORTFOLIO ANALYSIS: Winners & Losers 1. Javid Dar - THE BIGGEST GAINER: Emerged as the most powerful minister in Cabinet after CM. Gets prized Finance & Mining departments in addition to Agriculture Production Department already held by him. 2. Surinder Choudhary - RETAINS BUT WEAKENED: Managed to retain the lucrative Roads & Buildings (R&B) Department despite severe criticism over his handling. But loses the key Mining Department to Javid Dar - a cut in his clout. 3. Sakina Masood - RETAINS TRUST - Retains significant portfolios of Health & Medical Education and Social Welfare. Continues to be one of the most trusted ministers in the cabinet. 4. Ali Muhammad Sagar - THE RETURN WITH POWER: The veteran gets key portfolios of Power Development Department (PDD) along with Revenue, Law and DMRRR. 5. Shamima Firdous - SIGNIFICANT GAIN: Gets key departments of Jal Shakti & School Education plus Higher Education. 6. Altaf Kaloo - KEY DEPARTMENTS: Gets crucial Rural Development & Forest Departments - two departments with huge grassroots impact. 7. Javed Rana - THE BIGGEST LOSER: Literally downgraded. Stripped of significant departments like Jal Shakti and Forest and handed over lightweight FCS&CA (CAPD) & Transport. 8. Mir Saifullah - LIGHTWEIGHT DEAL: Allotted lightweight portfolios of Sports, Culture, Planning & ARI & Trainings. @JKNC_

All eyes are on whether Deputy CM would lose key portfolios of R&B and Mining Department ? Would @OmarAbdullah relieve him of these portfolios in line with June 03 Dachigam consensus ?

Madam, with due respect, you need to understand the issue first before blaming @JKNC. The problem lies with two of the three conditions prescribed under the asset criteria fixed in 2019 when the political leadership was in jail. This issue concerns all Kashmiris. It can be addressed through a cabinet decision. The biggest disservice to Kashmiris would be taking this matter to court.The opposition should build pressure on the Government to change the criteria rather than indulging in activities which would harm the cause of Kashmiris. The Speaker has already directed the Government to constitute a committee on the matter after MLA Handwara highlighted the issue through a calling attention motion. Let us wait for Govt action on Speaker's direction.

2 @JKNC_ MLAs openly express dissatisfaction over Cabinet exclusion. Senior leader Mubarak Gul and Anantnag West MLA Majid Larmi speak out, say seniority ignored. Comes within minutes after 4 new ministers sworn in at Lok Bhavan.

All eyes will now be on whether the key portfolios of R&B and Mining are reallocated. If not, It will definitely raise serious questions on today's cabinet reshuffle-cum-expansion and defeat the Dachigam consensus. As many as 20 legislators had openly questioned the functioning of the R&B department during Dachigam meeting Will Omar Abdullah act on MLAs feedback ?

Four new ministers- Ali Muhammad Sagar, Nazir Gurezi, Altaf Kaloo, Arjun Singh Raju-likely to be sworn in tommorow. Satish Sharma to be dropped . Balancing act by @OmarAbdullah- led government. North, South and Central Kashmir to get representation.

Why nave ministers submitted resignations? All ministers have submitted their resignations to Chief Minister Omar Abdullah ahead of the cabinet expansion. This is a standard political practice, not just in Jammu and Kashmir. It is called putting the cabinet at the disposal of the Chief Minister. It is a collective step. It gives free hand to CM to reconstitute cabinet. All ministers are technically resigning to the CM, not to the Lieutenant Governor. So it remains an internal party exercise. The CM then forwards only those resignations to Lok Bhavan which he wants to accept. Submission of resignation does not mean non-retention. The CM will decide who will be retained. Most ministers are likely to be retained, along with induction of 3-4 new faces into the council of Ministers.

Congress high command says they don't know about cabinet expansion in J&K. AICC General Secretary Dr. Syed Naseer Hussain says no discussion as of now over joining J&K Govt.

This is purely my guesswork and a likely scenario. I do not have inside information. I too have questions on how the Chief Minister would ensure representation for mainland Jammu if he drops Satish Sharma. There are only 2 non-BJP MLAs from Jammu, Udhampur, Samba and Kathua. If Satish is dropped, these four districts - which constitute Dogra heartland - would go completely unrepresented in the Cabinet. For any government, balanced regional representation is essential. The Chief Minister cannot afford to leave the entire Jammu belt unrepresented. The only other choice in the region with CM is Rameshwar Singh( MLA Bani).

Likely to be dropped: Javid Rana & Satish Sharma. 3. Likely to be retained: Surinder Choudhary, Javid Dar, Sakina Itoo. 4. New Speaker: Nazir Gurezi likely to be the new Speaker.

It is a matter of serious concern that fruit growers are being forced to pay "Association Charges". I want to ask under which law or government order is this money being collected from growers? A grower brings his produce, pays commission to the commission agent, pays for labour, transport, and market fee. Why should he pay an unjustified charge to a private association? There are grave allegations of misuse of crores of rupees collected as "Association Charges" over the years in Sopore Mandi. Minister @JavedDar_NC should look into the matter

The search committee for JKPSC chairman had shortlisted two names - a former Union Secretary and a former Chief Secretary-cum- advisor of a Union Territory . The government forwarded one name to the competent authority, which has reportedly disagreed to it.
