We have identified the cause of the persistent “A problem has been encountered..” error during games in The City when using certain save files.

Online modes have been fully restored. While no save data corruption occurred, users who were playing during the outage may have lost up to their last 30 minutes of playtime. If you believe you lost more than 30 minutes of data, please reach out to us at support.2k.com
