The Endless Taxpayer Bailout
Rhode Island taxpayers are being squeezed again. State officials just handed nearly $10M more in public incentives to the iconic "Superman" building project. When will leadership stop playing real estate developer with your hard-earned money and let the free market work?

Jeffrey Sila Ndungi was 29-year-old Kenyan man whose background transitions from a brilliant, deeply religious top student into the mastermind behind a massive international cybercrime operation, funding an incredibly flashy lifestyle in Nairobi before his mid-20s.
Ndungi sat for his Kenya Certificate of Primary Education (KCPE) at Unoa Primary School in Wote, posting excellent grades that earned him admission into the prestigious Alliance High School.
During his time at Alliance High School, classmates described him as a quiet, geeky, and exceptionally religious student. He even served as an official for the school’s Christian Union.
In 2005, he enrolled at the University of Nairobi to pursue an engineering degree, graduating around 2010. It was during his first years at university that his behavior completely inverted from a modest student to a high-rolling spender.
In 2012, at just 23 years old (only two years after finishing university), Ndungi purchased two Cessna aircraft (registration numbers 5Y-CCN and 5Y-CCO). He parked them at Nairobi's Wilson Airport and leased one out to a flight training academy.
While his peers were crammed in university hostels, Ndungi was spotted driving a brand-new Subaru. His collection quickly expanded to include a Range Rover Sport, a Cadillac Escalade, a BMW, and a Mercedes-Benz.
He later abandoned student housing completely, purchasing and moving into a high-end residence within the Executive Suites Estate located in Nairobi’s South B neighborhood.
Ndungi’s family originally struggled financially and relied strictly on his mother’s salary as a schoolteacher. The gateway to crime began with his uncle, Paul Kilungya Nyumu, who introduced the family to international cyber fraud.
His cousins, Loretta Wavinya and Lillian Nzongi, moved to the United States on student visas. Wavinya worked as a radiology technician, giving her easy access to sensitive identity information from patient records. They used these stolen identities to file hundreds of millions of shillings in fake U.S. tax refunds.
When his cousins were caught and jailed by U.S. authorities, Ndungi did not back away. Instead, he saw it as an opportunity to step up and run the lucrative "family business". However, having seen his cousins get caught inside America, he decided to operate entirely from Nairobi, believing he would be safe from U.S. law enforcement.
While acting as an "employee" in the international tax fraud ring, Ndungi simultaneously used his computer engineering knowledge to build his own domestic cyber cartel.
He mastered the ability to hack into MultiChoice (DStv) broadcasting systems. From his home server in South B, Nairobi, he routed encrypted control codes to an Egyptian piracy server.
He monetized this by illegally selling cheap DStv access across Kenya. His piracy network grew so advanced that a subsequent raid by the Nigerian Copyright Commission identified Ndungi as the main person funding and supporting illegal broadcasting streams across both North and West Africa.
By merging his family's identity-theft pipelines with his personal prowess in server hacking, Ndungi rapidly scaled his criminal operations to a global level.
Ndungi took extreme precautions to avoid leaving a digital trail that could connect his luxury life in Nairobi to U.S. federal servers.
Instead of filing for the fake U.S. tax refunds from his high-end apartment in South B, where his internet connection could be easily traced, Ndungi executed his operations using public computers at a cyber café located at Vision Plaza along Mombasa Road.

Mwenda has lost all the credibility and respect he built over years in journalism, largely because of his anger, bitterness and hostility towards the QM.
That post, alleging that QM was the number one suspect in Kijanangoma’s death and that the President covered it up for her, must rank among the biggest own goals of his journalism career.
He deleted the post though but the internet remembers. Sadly, Mwenda barely practices journalism anymore🥺😭😭
