If retaining 19,000 nurses and adding 31,000 new nurses means the Tories can say they're hiring 50,000 more nurses...
Then doesn't cutting (not retaining) 21,000 police and adding 20,000 mean the Tory manifesto should say: "We're firing 1,000 police"?
