“ರಾಷ್ಟ್ರಧ್ವಜದ ಜೊತೆಗೆ ನಾಡಧ್ವಜವೂ ಹಾರಾಡಲಿ” “ಭಾರತದ ಬಲ ಕರ್ನಾಟಕ” ಎಂಬ ಪರಿಕಲ್ಪನೆಯೊಂದಿಗೆ ನಾವು ಬೆಳೆಯಬೇಕು ಎಂಬುದು ನಮ್ಮ ದೂರದೃಷ್ಟಿ. ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅದರಲ್ಲೂ ಬೆಂಗಳೂರು ಭಾರತದ ಹೆಬ್ಬಾಗಿಲಾಗಿ ಪರಿವರ್ತನೆಯಾಗಿದೆ. ಬೆಂಗಳೂರಿನ ಮೂಲಕ ಭಾರತವನ್ನು ನೋಡಲಾಗುತ್ತಿದೆ. ನುಡಿ ಉಳಿದರೆ ನಾಡು ಉಳಿಯಲಿದೆ, ನಾಡು ಉಳಿದರೆ ನುಡಿಯೂ ಉಳಿಯಲಿದೆ. “ಜಗದ ಏಳಿಗೆ ಆಗುವುದೇ ಕನ್ನಡದಿಂದ” ಎನ್ನುವ ವರಕವಿ ಬೇಂದ್ರೆಯವರ ಮಾತು ನಿಜವಾಗುತ್ತಿದೆ. ದೇಶದ ಜನಸಂಖ್ಯೆಯಲ್ಲಿ ಕರ್ನಾಟಕದ ಪಾಲು ಶೇ.5.5 ರಷ್ಟಿದೆ. ದೇಶದ ಆರ್ಥಿಕತೆಯಲ್ಲಿ ರಾಜ್ಯದ ಪಾಲು ಶೇ.9.19 ರಷ್ಟಿದೆ. ಇಡೀ ರಾಜ್ಯ ಒಗ್ಗಟ್ಟಾಗಿ ನಾಡಧ್ವಜವನ್ನು ಅಧಿಕೃತಗೊಳಿಸುವ ಕುರಿತು ಕೇಂದ್ರಕ್ಕೆ ಸಂದೇಶ ರವಾನಿಸೋಣ. ಸಂವಿಧಾನದಲ್ಲಿ ನಾಡಧ್ವಜ ಹೊಂದಬಾರದು ಎಂದು ಎಲ್ಲಿಯೂ ಹೇಳಿಲ್ಲ. ರಾಷ್ಟ್ರಧ್ವಜದ ಕೆಳಗೆ ನಾಡಧ್ವಜ ಹಾರುವಂತೆ ನಾವು ಹೆಜ್ಜೆ ಇಡೋಣ. ಕನ್ನಡ, ಕರ್ನಾಟಕದ ಗೌರವ ಹೆಚ್ಚಿಸೋಣ. 2018ರ ಭಾಷಾ ಸಮೀಕ್ಷೆಯ ಪ್ರಕಾರ ದೇಶದಲ್ಲಿ ಅತಿ ಹೆಚ್ಚು ಮಾತನಾಡುವ ಭಾಷೆಗಳಲ್ಲಿ ಕನ್ನಡಕ್ಕೆ 8ನೇ ಸ್ಥಾನ ಸಿಕ್ಕಿದೆ. 2011ರ ಜನಗಣತಿಯ ಪ್ರಕಾರ ಬೆಂಗಳೂರಲ್ಲಿ 107 ಭಾಷೆ ಮಾತನಾಡುವ ಜನರಿದ್ದಾರೆ. ಶೇ. 44.5 ರಷ್ಟು ಜನ ಮಾತ್ರ ಕನ್ನಡವನ್ನು ಮಾತೃಭಾಷೆಯಾಗಿ ಮಾತನಾಡುವವರು ಇದ್ದಾರೆ. ಮೊದಲು ಬೆಂಗಳೂರಿನಲ್ಲಿ ಶೇ. 90 ರಷ್ಟು ಕನ್ನಡ ಮಾತನಾಡುವವರಿದ್ದರು, ಈಗ ಕಡಿಮೆಯಾಗಿದ್ದಾರೆ. ಈ ಬಗ್ಗೆ ನಾವೆಲ್ಲರೂ ಆಲೋಚನೆ ಮಾಡಬೇಕು. ಕನ್ನಡ, ಕರ್ನಾಟಕ, ಕನ್ನಡಿಗ ಈ ಮೂರು 'ಕ'ಗಳಿಗೆ ನಮ್ಮ ಸರ್ಕಾರ ಮೊದಲ ಆದ್ಯತೆ ನೀಡುತ್ತಿದೆ. ಶಿಕ್ಷಣ, ಆರೋಗ್ಯ, ಕೃಷಿ, ಕೈಗಾರಿಕೆ ಮತ್ತು ಮೂಲಸೌಕರ್ಯಗಳಲ್ಲಿ ಹೂಡಿಕೆ ಹೆಚ್ಚಿಸುವ ಮೂಲಕ ಈ ಗುರಿ ಸಾಧಿಸುವ ಹಂಬಲ ನಮ್ಮದು. ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳೂ, ಐಟಿ-ಬಿಟಿ ಕಂಪನಿಗಳು ಸೇರಿದಂತೆ ಕರ್ನಾಟಕದಲ್ಲಿ ನೆಲೆಗೊಂಡಿರುವ ಎಲ್ಲಾ ಕಾರ್ಖಾನೆಗಳಲ್ಲೂ ಉದ್ಯೋಗದಲ್ಲಿ ಕನ್ನಡಿಗರಿಗೆ ಆದ್ಯತೆ ನೀಡಬೇಕು ಎಂದು ಕಳೆದ ವಾರ ಎಲ್ಲರಿಗೂ ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದೇನೆ. ನಾನು ಡಿಸಿಎಂ ಆಗಿದ್ದಾಗ ಬೆಂಗಳೂರಿನ ಎಲ್ಲಾ ಬೋರ್ಡ್‌ಗಳು 60% ಕನ್ನಡ, 40% ಇಂಗ್ಲಿಷ್ ಎಂದು ನಿಯಮ ಮಾಡಿದ್ದೆ. ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಎಲ್ಲಾ ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳು, ಶಾಲಾ-ಕಾಲೇಜು ಹಾಗೂ ವಿದ್ಯಾ ಸಂಸ್ಥೆಗಳು ತಮ್ಮ ಕಚೇರಿಯಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಕನ್ನಡ ರಾಜ್ಯೋತ್ಸವ ಆಚರಣೆ ಮಾಡಬೇಕು ಎಂದು ಆದೇಶ ಮಾಡಿದ್ದೆ. ಅನ್ಯಭಾಷೆಗಳು ಅತಿಥಿಯಾಗಿ ಇರಬೇಕು. ಕನ್ನಡ ಭಾಷೆ ಅಧಿಪತಿಯಾಗಿ ಇರಬೇಕು. ಕನ್ನಡ ಪ್ರೀತಿಸುವುದು ಎಂದರೆ ಬೇರೆ ಭಾಷೆಯನ್ನು ದ್ವೇಷಿಸುವುದಲ್ಲ. ಎಲ್ಲ ಭಾಷೆಗಳಿಗೂ ಗೌರವ ನೀಡುವುದು. ಕಚೇರಿ, ವ್ಯಾಪಾರದ ಸಮಯದಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಜೀವನದಲ್ಲಿ, ಎಲ್ಲಾ ಕಡೆ ಕನ್ನಡ ಸಹಜವಾಗಿ ಬಳಕೆಯಾಗಬೇಕು. ಕರ್ನಾಟಕದಲ್ಲಿ ಕನ್ನಡವೇ ಸಾರ್ವಭೌಮ. ಕನ್ನಡ ಜನರ ಬದುಕಿನ ಭಾಷೆಯಾಗಬೇಕು. ಬೇರೆ ಸಂಸ್ಕೃತಿಯನ್ನು ಪ್ರೀತಿಸು, ನಿನ್ನ ಸಂಸ್ಕೃತಿಯಲ್ಲಿ ಜೀವಿಸು ಎನ್ನುವ ಮಹಾತ್ಮ ಗಾಂಧಿಯವರ ಮಾತಿನಂತೆ ನಾವುಗಳು ನಡೆಯಬೇಕಿದೆ. ನಮ್ಮನ್ನು ಉಳಿಸಿರುವ ಕನ್ನಡವನ್ನು, ನಾವುಗಳೇ ಬಳಸಿ, ಬೆಳೆಸಬೇಕು. ಭಾಷೆ ಉಳಿಯಬೇಕು ಎಂದರೆ ನಾವು ಅದನ್ನು ಜಾಸ್ತಿ ಬಳಸಬೇಕು. ಕನ್ನಡ ಕಲಿಯುವ ಅನಿವಾರ್ಯತೆ ಸೃಷ್ಟಿ ಮಾಡಬೇಕು. ಕನ್ನಡದ ಬಲದೊಂದಿಗೆ ಜಗತ್ತನ್ನು ಗೆಲ್ಲಬೇಕು. ಕನ್ನಡ ಎಐ ಭಾಷೆಯಾಗಿ ಬೆಳೆಯಬೇಕು. ವಿಜ್ಞಾನದ, ಸ್ಟಾರ್ಟ್‌ಅಪ್‌ಗಳ, ಡಿಜಿಟಲ್ ಯುಗದ ಭಾಷೆಯಾಗಬೇಕು. ಮಾಸ್ತಿ ಅವರ ಮಾತೃಭಾಷೆ ತಮಿಳು. ಬೇಂದ್ರೆ ಅವರ ಮಾತೃಭಾಷೆ ಮರಾಠಿ. ಕುವೆಂಪು ಅವರು ಮೊದಲು ಕವನ ಬರೆದಿದ್ದು ಇಂಗ್ಲಿಷ್‌ನಲ್ಲಿ. ಬೂಕರ್ ಪ್ರಶಸ್ತಿ ಗಳಿಸಿದ ಬಾನು ಮುಷ್ತಾಕ್ ಅವರ ಮನೆ ಭಾಷೆ ಉರ್ದು. ಆದರೆ ಇವರೆಲ್ಲರೂ ಉಸಿರಾಡಿದ್ದು, ಹೆಸರು ಮಾಡಿದ್ದು ಕನ್ನಡದಲ್ಲಿ. ಈಗಿನ ಯುವ ಪೀಳಿಗೆಯು ಸೋಶಿಯಲ್ ಮೀಡಿಯಾ ಮೂಲಕ ಚಾಮರಾಜನಗರ ಕನ್ನಡ, ಹಾಸನ ಕನ್ನಡ, ಕುಂದಾಪುರ ಕನ್ನಡ, ದಾವಣಗೆರೆ ಕನ್ನಡ, ತುಮಕೂರು ಕನ್ನಡ ಹೀಗೆ ಕನ್ನಡದ ವೈವಿಧ್ಯತೆಯನ್ನು ಪರಿಚಯಿಸುವ ಕೆಲಸವನ್ನು ಮಾಡುತ್ತಿದ್ದಾರೆ. ಕಲಿಯುತ್ತೇವೆ ಎಂದರೆ ಕೋಟಿ ಭಾಷೆಗಳಿವೆ. ಆದರೆ ನಮಗೆ ಮಾತನಾಡಲು ಕನ್ನಡ ಭಾಷೆಯೊಂದೇ ಇರುವುದು. ಕನ್ನಡದಲ್ಲಿ ಪ್ರಾರ್ಥನೆ ಮಾಡಿದರೆ ವಿಷ್ಣು ವರ ನೀಡುತ್ತಾನೆ. ಶಿವ ಮಳೆ ಸುರಿಸುತ್ತಾನೆ ಎಂದು ಕುವೆಂಪು ಹೇಳಿದ್ದಾರೆ. ನಿಮಗೆ ಸಿಕ್ಕಿರುವ ಈ ರಾಜ್ಯೋತ್ಸವ ಪ್ರಶಸ್ತಿ ಕನ್ನಡ ನಾಡಿನ ಜನರ ಆಶೀರ್ವಾದ. ಕನ್ನಡ ಸನ್ಮಾನ ಅದೇ ನಿಮಗೆ ವರದಾನ. ಕನ್ನಡದ ಕೀರ್ತಿಯೇ ನಮ್ಮೆಲ್ಲರಿಗೆ ಸ್ಫೂರ್ತಿ. ಸೇವೆಯನ್ನು ಗುರುತಿಸಿ ಕನ್ನಡ ರಾಜ್ಯೋತ್ಸವ ಪ್ರಶಸ್ತಿ ಪುರಸ್ಕೃತರನ್ನು ಆಯ್ಕೆ ಮಾಡಲಾಗಿದೆ. ಲಕ್ಷಾಂತರ ಸಾಧಕರು ಇದ್ದಾರೆ. ಆದರೆ ಇಲ್ಲಿರುವ ೭೧ ಜನರಿಗೆ ಪ್ರಶಸ್ತಿ ಅರಸಿಕೊಂಡು ಬಂದಿದೆ. ನಾವೆಲ್ಲರೂ ಒಗ್ಗೂಡಿ ಇಂದಿಗೆ ೭೧ ವರ್ಷ. ರಾಜ್ಯೋತ್ಸವ ಎಂದರೆ ಕನ್ನಡಿಗರೆಲ್ಲ ಒಂದಾದ ಹಬ್ಬ. ಕನ್ನಡಮ್ಮನ ಗೂಡು ಕಟ್ಟಿದ ಹಬ್ಬ. ಭುವನೇಶ್ವರಿಯ ಹಬ್ಬ ತಾಯ್ನುಡಿಯ ಹಬ್ಬವಾಗಿದೆ. - ರವೀಂದ್ರ ಕಲಾಕ್ಷೇತ್ರದಲ್ಲಿ ನಡೆದ ಕನ್ನಡ ರಾಜ್ಯೋತ್ಸವ ಪ್ರಶಸ್ತಿ ಪ್ರದಾನ ಸಮಾರಂಭದಲ್ಲಿ ಸನ್ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಶ್ರೀ @DKShivakumar ಅವರು ಮಾತನಾಡಿದ ಪ್ರಮುಖ ಅಂಶಗಳು.

The way the Army authorities in Secunderabad Cantonment behave confirms that British have gone but the attitude of Indian Army towards the civilians remains the same. The latest apartheid policy is in the way civilians are not being allowed to use the roads from Lakdawala gate in Bolarum and Kargil gate near Yapral in Secunderabad. The restrictions began after the theft of weapons from the armoury of 20th Madras Regiment in Bolarum. The theft was subsequently traced to a sacked low level army sepoy and few other armymen. The case is still under investigation. The theft showed that it was an inside job, but now civilians are not permitted to use the roads in Bolarum and Yapral areas. Instead of checking army vehicles, the jawans wave them on and even salute when it is an officer. What sadistic pleasure does it give to the Army authorities to prevent the use of the roads by civilians. Your men committed the theft - why punish the civilians? The Secunderabad cantonment rules clearly state that roads cannot be blocked indefinitely and it has to be done after issuing a notice. How will it be if civilians stop Army officers from using civilian roads? It's time to stop this apartheid policy.
