Himes is either terminally ignorant or he thinks the American people are. Due to the filibuster it takes 60 votes to pass legislation in the Senate. Therefor, the Republicans do NOT control the Senate, and Chuck Schumer can hold the American taxpayers' health care hostage until he gets what he wants, which is $1T in wasteful spending on Climate Change scams and benefits for illegals through various NGOs who skim off money for themselves and return part of it to the Democrats' campaign coffers.
As to the repurposing of funds, it is possible that Trump can temporarily repurpose unobligated DoD funds to cover military payroll in the short term, especially if the funds are for a similar or related purpose and if there is some statutory flexibility.
