Following the collapse of the Siad Barre dictatorship, many individuals responsible for state-sanctioned atrocities fled to the United States, often concealing their past military backgrounds and identities during immigration processes. Among those who relocated to the U.S. were former high-ranking regime officials, including General Mohamed Ali Samatar, Colonel Abdi Ali (Tukeh), and former Colonel Nur Omar Mohamed. Through the relentless advocacy of the #Somaliland diaspora and legal representation by organisations such as the Center for Justice and Accountability (CJA) in Washington, these individuals were exposed. Rather than innocent refugees fleeing persecution, court proceedings demonstrated their roles in severe human rights violations against the civilian population in Somaliland. U.S. federal civil courts found General Samatar & Colonel Tukeh liable for torture, extrajudicial killings, and other crimes against humanity under the Alien Tort Statute and the Torture Victim Protection Act: General Mohamed Ali Samatar was held liable in federal court for war crimes and human rights abuses, resulting in a judgment of $21 million in damages awarded to his victims (Yousuf v. Samantar Case Details). Colonel Abdi Ali Tukeh was found liable for torture by a U.S. federal jury and ordered to pay $500,000 in damages (Warfaa v. Col. Tukeh Case ). Later, Colonel Abdi Ali Tukeh was deported back to Somalia.
