This exact strategy at my church. One could never guess who in our congregation is carrying.
Probably close to 100% of American Shuls/Synagogues/Temples have an armed guard open carrying in a SECURITY uniform.
That's the visual deterrent.
The problem is if that guy gets killed everyone else inside is helpless.
Having both is smart.
In my opinion, ironically, the guy open carrying is the guy most likely to get killed.

If the norm is concealed carry, people with nefarious intent are left guessing.
Is nobody armed?
Is everybody armed?
If everyone open carries a little recon can give the bad guy a quick picture of his opposition.
If everyone concealed carries he can't know if he is outgunned.
That is a deterrent.

By open carrying you let your enemy know who his target should be.

Speaking personally, my application is carrying in shul.
Better the bad guy should not known I'm armed.
It gives me the edge.
Most synagogues have one open carrying security guard out front.
If I'm a synagogue shooter the obvious strategy is to kill that guy first.
Then everyone inside is weaponless and defenseless-in most American congregations.

Hamas murdered, raped, burned, and kidnapped on October 7th.
Israel had to respond.
Israel could have leveled Gaza in a week.
Israel chose instead to go in surgically with boots on the ground endangering our own soldiers and resulting in unnecessary deaths, widows, and orphans.
Israel accepted this sacrifice precisely because it was going out of its way to reduce collateral damage.
That's the opposite of a genocide.
To deny this is to deny reality and to lie for nefarious reasons.
