We can question whether that should be the case and I'm right there with you but some states don't even administer these tests every year in every subject. Fwiw, our state doesn't have "not sufficient". My kids always aced theirs so I never thought about it but look at this...

Like I'm sorry, but one of the things I'm most proud of in life is my relationship with my children, how much they enjoy my presence in their life and vice versa, how they still want to spend time with me at 25, 23, and 14, how we talk every day.
