Got it wrong. Apologies to @SABCNews and @BBCWorld. Though some of the reporting was conflating the two cases, it was the right thing to delete.

A city that fails to invest in integration and improved quality of life for all its citizens will always suffer the brunt of those policy decisions.
Ideology matters very much in local government. Service delivery and budget priorities are not written in biblical scripture.

Basically you pay because the person is doing the job they’re paid to do. Is the R15 a tip, then?
Replying to @Lebopo77
Hi Motsamai, thanks for reaching out. Please note that the fee is R15 for a PIN reset at a branch, not R15.90. The fee applies because a PIN reset requires assistance and identity verification by a branch consultant.

Deeply misleading post: of the R1.3 billion, only R10.6 million was spent on refugees and asylum seekers.
And the total of R1.3bn (almost all of which was spent on permanent residents), should be understood in the context of a budget for social assistance of just under R300bn.
The amount spent on permanent residents is less than 0.4% of the social assistance budget. The amount spent on refugees and asylum seekers is less than 0.004% of the social assistance budget.
Over 99.5% of the social grants budget is spent on citizens. Over 99.99% is spent on citizens and permanent residents.
But don't let facts get in the way.
