If she was arrested and charged, she’d then be identified. Is a strong desire not to identify her influencing the seemingly odd decision not to arrest and charge her?

You didn’t have probable cause to arrest her despite 50 witnesses seeing her drive onto a soccer field, kill 2 people, and nearly kill 10 others? U.S. citizens deserve more information. At minimum, she should have been arrested for involuntary manslaughter. She killed two people while also guilty of criminal trespass and/or reckless driving and/or reckless endangerment. This outcome is unacceptable and unconscionable in a civilized society.
