On January 23, 2026, the Budget Committee will hold its final wrap-up meeting and provide recommendations to the Mayor on the City's operating & capital budgets.
In the midst of an escalating housing & homelessness crisis, the City must take a human rights-based approach in its budget by prioritizing supports for renters & people experiencing homelessness, and maximizing investments in affordable housing preservation.

Honoured to be mentioned by @OmbudsmanTO at #CAEH2025 yesterday in the session on Holding Governments Accountable for their Human Rights Obligations. Recognition like this reinforces the impact of collective advocacy for housing rights in Toronto.

Multi-tenant houses (MTHs) are a critical part of Toronto’s affordable housing system. They provide homes for some of the city’s most vulnerable residents, including refugees, newcomers, social assistance recipients, students and other low-income and marginalized groups.
When MTH renters lose their home, many face the risk of homelessness due to a shortage of affordable housing and limited rehousing supports.
MTHs can also reduce pressure on emergency shelters by increasing the supply of deeply affordable housing and helping people move from temporary shelters into stable homes.

Habitability is a key element of the right to housing.
Everyone deserves a home that is safe, healthy, and well-maintained. The City of Toronto’s Multi-Tenant Houses (MTH) Framework sets and enforces standards that hold operators accountable to health and safety requirements, helping ensure that MTH residents live in homes that truly support their wellbeing.

Have you been wondering what a multi-tenant or rooming house actually is?
Under Toronto's new Multi-Tenant Houses (MTH) by-law, an MTH or rooming house is defined as a building with four or more rooms where tenants who do not form a single household can rent individual bedrooms and share other common spaces, such as a living room, kitchen, or bathroom.

Everyone deserves secure housing, a fundamental part of the right to housing. The @cityoftoronto's Multi-Tenant Houses (MTH) Framework can help renters stay in their home by putting rules, guidelines and supports in place. MTH renters are protected under Ontario’s Residential Tenancies Act (RTA). These protections safeguard them from unlawful evictions, harassment or other threats.
