This is the Reuters report that Jim Comey wanted to correct, via the New York Times, related to a FISA court order requiring Yahoo to scan "hundreds of millions of Yahoo Mail accounts" for information allegedly tied to a state sponsored terrorist organization.
Either the FBI or NSA, according to Reuters, made the request to a FISA judge--who signed off on the application sometime in early 2015.
Complying with the FISA order caused quite a stir at the company, resulting in the departure of Yahoo's chief information security officer.
Reuters: "Some surveillance experts said this represents the first case to surface of a U.S. Internet company agreeing to an intelligence agency's request by searching all arriving messages, as opposed to examining stored messages or scanning a small number of accounts in real time."
Did Comey sign this FISA application, just as he signed the Carter Page FISA application a few weeks after the NYT article posted?

Of course not! What is there to talk about? Letโs get on with pushing the orcs out of Ukraine.
So, because it is the Ukrainians asking for a ceasefire but Russians turning them down, we can surmise that it is the Russians with the advantage on the battlefield. However, they would still like to talk because a negotiated settlement save lives on both sides.
The Ukrainians should take them up on it without insisting on a ceasefire.
