The U.S. government is the largest customer in the world. Defense contracts. CHIPS Act incentives. Grid modernization. Nuclear support. AI infrastructure demand. Space systems. Cybersecurity. Every year, trillions of dollars flow through public budgets, awards, subsidies, and procurement programs. Uncle Sam’s Checkbook is built around one simple idea: Follow what Washington funds. Not politician trades. Not headlines. Not hype. Public spending signals, filtered through discipline, position caps, valuation awareness, and earnings validation. Uncle Sam here. Fresh receipt from the War Department's Oct 14 contracts desk. Johns Hopkins APL just got a $499.8 million ceiling IDIQ from DARPA for engineering, development, and research services. Sole source UARC work. Ordering runs through October 2031. Contract HR001127DE001. Cash at award? Zero. The notice says no funds obligated now. The minimum guarantee lands with the first task order. Ceiling is a shopping cart. Obligation is the checkout. Sam reads the second number.

The contracts feed just dropped an "$8 billion" Raytheon line for strategic communications terminals. Sam paused on the next sentence. $8B is the maximum ceiling on a sole-source IDIQ (FA2293-27-D-B001). Cost-plus-fixed-fee. Air Force Nuclear Weapons Center. Modernization, production restart, technical studies. Marlborough and Largo through Oct 2036. Obligated at award: $800,000 in FY26 RDT&E. Ceiling is a parking lot. Obligation is the car that actually pulled in. $RTX

Wednesday's Pentagon money wasn't a contract. It was a loan letter. The Office of Strategic Capital told Wolfspeed it could lend up to $1.5B over 30 years for silicon carbide and GaN, chips the company ties to electronic warfare and comms. Uncle would get warrants for up to 7.5% of the company in return. Now the fine print. Nothing funds until definitive agreements are signed, and the 8-K's conditions include Congress coming through on authorizations and appropriations, plus Wolfspeed bringing at least $750M from other sources. Nice letter. Sam's waiting on the wire. $WOLF

Washington just penciled in up to $4.2B for Vistra's nuclear fleet. DOE's financing office made a conditional loan commitment for uprates at Beaver Valley, Davis-Besse and Perry. 433 MW of new capacity squeezed out of reactors that already exist, plus about 4 GW kept running another 20 years. Same 433 MW Meta already signed up to buy. Conditional means Vistra still has to clear the technical, legal, environmental and financial checks before a dollar moves. Sam is logging it as a spending signal anyway. $VST

Disclosure: $VST sits in the AI Power and Grid sleeve of Uncle Sam's Checkbook. We follow what Washington funds. This is what that looks like before the check clears. The model is on Autopilot, link in bio.

Boeing just formalized a seven-year PAC-3 MSE seeker deal worth about $14.7B. It's an undefinitized contract action from Lockheed Martin, the interceptor prime. Triple seeker output through 2035 is the production goal. Huntsville does the work. "Undefinitized" means the price isn't locked yet. Face value is the planning envelope. Cash lands when the deal gets definitized and the appropriations follow. Spending signal. Not a cleared check.

Rare sight on Monday's Pentagon board: a number that's actually cash. Lockheed, $209M Navy mod for SLQ-32(V)6 shipboard electronic warfare. Every dollar obligated at award. Signed Sept. 30, fiscal year-end, naturally. The $1.7B is the if-options-get-exercised number. Sam waits.

The Air Force is buying the next doomsday plane an AI agent. Friday's contract board: Scale AI got a $12.1M modification for "Agentic Artificial Intelligence" on the E-4C Survivable Airborne Operations Center. Total contract face is now $44.3M, up from $32.2M. Cash obligated on the mod: $5.0M of FY26 R&D money. The other $7.1M hasn't been obligated yet. Sam has read a lot of AI press releases. Not many come with an appropriation attached.

Navy put Raytheon on a multiyear SM-6 vehicle valued up to $24.4B. Five-year base, two option years. Same tube does air defense, anti-surface, and ballistic intercept. Big headline. Not today's check. "Valued up to" is the vehicle face. Orders and appropriations still have to land before the factory floor treats it like cash.

Receipt: Raytheon PR, Oct 1. Five years + two options, valued up to $24.4 billion for SM-6 interceptors. Reuters notes these big munitions multiyears still need Congress to appropriate, so scale investment can wait. Face value ≠ funded deliveries. Same ceiling discipline as last week's AMRAAM provisional vehicle.

NAVFAC Northwest just stood up a $9B multiple-award construction IDIQ through Sept 2034. Fifteen builders. Combined ceiling, not a $9B check. First real cash: Walsh Federal, $76.161M MILCON for the P939 Launcher Equipment Processing Building at Naval Base Kitsap, Bangor. Ceiling is the menu. Task orders are the meal.
26
Army hung 10 counter-drone IDIQs under Domestic Shield. Combined ceiling: about $4.15B. Obligated at award: roughly $50M. Seven vendors at $500M face each (Allen Control Systems, Digital Force Technologies, DroneShield, L3Harris WESCAM, Napatree, RADA, SRC). Echodyne and PVP at $250M. SmartShooter at $150M. Shopping list is not a cleared check. Task orders and the budget calendar decide what actually ships.

Raytheon just landed a multiyear AMRAAM vehicle valued up to $20.7B. Five years, two option years. Target pace: at least 1,900 missiles a year under the Arsenal of Freedom push. Before you treat $20.7B like cash in the door: Reuters calls the award provisional. Full multiyear funding still needs Congress to appropriate. Face value is the ceiling. Delivery years and appropriations are the checkbook. Spending signal. Not the headline number.
20
Kongsberg just inked a Marine Corps framework for Naval Strike Missile launchers up to $404.4M through Sept 2034. Nice headline. Checkbook line is quieter: $0 obligated at award. Cash shows up on delivery and task orders as they issue. Sam has been reading ceilings since 1776. Face value is the envelope. Call-offs are the check.

Northrop Grumman got a not-to-exceed $123.8M fixed-price incentive for F-35 APG-85 Lot 7 long-lead. Materials and parts for sixty-seven production radars. Air Force, Marine Corps, Navy. $66.5M Air Force aircraft procurement and $57.3M Navy aircraft procurement obligated at award. ECD February 2031. Not a ceiling tease. Money moved. $NOC
30
Raytheon just took a $105.6M firm-fixed-price mod for AMRAAM parts. Tucson work. Finish target Aug 2027. Long FMS list from Argentina to the UK. Obligated at award: $61.6M USAF missile procurement, $8.4M Navy weapons funds, and $35.7M FMS cash. Full wire this time. Not every award is a maybe. Sometimes the checkbook actually clears. $RTX
32
Army Corps obligated $52.4M FY26 MILCON for a nuclear command, control, and communications acquisition management facility in Bedford, Mass. Korte Construction. Firm-fixed-price. Money at award. Finish target June 2029. NC3 brick and mortar. Sam starts with the obligation line.

Army selected $AMRC for exclusive Enhanced Use Lease talks at Aberdeen Proving Ground and Picatinny Arsenal. Commercial power. Nuclear is on the menu. That is lease negotiation, not a funded construction award. No pour until the reviews clear.

Picatinny: microreactor then SMR, tech TBD later. Aberdeen: firm gas first, then a Terrestrial Energy molten salt path for phase two. Selection is not obligation. Sam still files the signal.
