Începi direct fără avize, fără autorizații, fără permisiuni. Numim asta întreprinderea START.
Nu așteptăm să rescriem fiecare regulă, ci schimbăm logica reglementărilor: nu mai ceri voie înainte, ci ești controlat după. Cât ești mic, adică sub pragul TVA, poți trece direct la treabă. Pentru că atunci când ești mic și riscurile pe care le generezi sunt mici.
Regulile rămân, nu dispar. Iar încălcarea lor se amendează la un control. Ce se schimbă este obligația de pre-aprobare. Abia când afacerea crește, apar și obligațiile firmelor mai mari, care pot fi suportate mai ușor. Dar până atunci, oamenii trebuie lăsați să încerce afacerea fără birocrație suplimentară.
Iar când zicem zero birocrație, e chiar zero.
Nu ai nevoie nici măcar să ții contabilitate sau să faci raportări la fisc. Impozitul se calculează automat, fără contabil, fără declarații. Simplu și clar.
Mergem pe modelul francez pentru mâncarea făcută în casă. Respecți reguli de bun-simț, verificabile, și poți începe direct. Controlul după, nu avizul înainte. Pentru asta transpunem legislația europeană pentru micii producători casnici.
Capitalismul adevărat este cel al multora și micilor comercianți și producători. Nimeni nu știe care idee va merge și care nu. Tocmai de aceea trebuie lăsați oamenii să încerce. Cu cât încearcă mai ușor, cu atât află mai repede dacă ideea merge. Dacă nu merge, pot trece la următoarea. Dar dacă merge, societatea tocmai a câștigat o nouă întreprindere care produce valoare.
