The @HouseBenghazi Select Committee found that simply issuing subpoenas to the Obama White House and its agencies was not enough to obtain the information they rightfully deserved to conduct their investigation.
Option #1 to compel compliance with subpoenas: Gain the cooperation of the executive branch—particularly the US Attorney—the very entity from which they sought information and an unlikely ally.
Option #2 : Pursue document production from the executive branch via civil contempt, a laborious, slow process and counterproductive to the goal of an expeditious investigation.
Having to choose betwen these two unfavorable options concisely illustrates the dilemma all congressional committees face when demanding information from the executive branch.
