We also stand for the sustainability and growth of the entire value chain, and structural reforms are necessary to protect our domestic value chain. We need to gear up our domestic value chain to make it robust and efficient, ensure its competitiveness, reduce additional burdens, maintain highest quality standards, and protect the livelihoods of millions of workers. We must ensure a level playing field for the entire value chain, enabling it to compete globally. Structural reforms should be carried out on a war footing, and at the same time, safeguards should be put in place to discourage and prevent the black economy, which has caused enormous losses to the exchequer and discouraged genuine and compliant businesses. @CMShehbaz @PakPMO @betterpakistan @jam_kamal @BilalAKayani @IhsaanaKhan @kschehzad @sifcpakistan
An excellent initiative by the honourable Prime Minister to review and upgrade the EFS, curb misuse, and extend facilitation to other potential export sectors. We appreciate the dedicated efforts of the MoS Finance @BilalAKayani , MoC, and FBR toward this goal. We also believe a holistic review of the scheme is essential for export growth, including the restoration of domestic Commerce, inclusion of cotton, cotton yarn, and cotton fabrics, along with additional safeguards to prevent misuse. @CMShehbaz @PakPMO @betterpakistan @jam_kamal @IhsaanaKhan @kschehzad @sifcpakistan

A quiet anomaly in Pakistan's power tariffs: DISCOs earn a guaranteed return on their asset base, and the taxes they pay are also passed through to consumers. Consumers carry both the return and the tax on it. Recovering a utility's tax from consumers isn't unusual by itself. Regulators in the US, UK and Australia include tax in the cost of service, because investors are promised a post tax return. The difference is how. Ofgem (UK) and the AER (Australia) allow a notional tax, based on the regulator's own allowances, not on whatever tax the company ends up paying. That keeps the company accountable for its own tax efficiency. In Pakistan, DISCOs ask for actual taxes to be passed through, including minimum and turnover tax and levies like WWF and WPPF, which have little to do with the allowed return. That goes well beyond the international norm. The ex WAPDA DISCOs are state owned, so the tax collected from consumers flows back to the government. In effect, it works like an indirect tax on electricity inside the tariff. Meanwhile, the guaranteed return keeps flowing despite high line losses and poor recoveries. Inefficiency is rewarded. Then comes the Prior Year Adjustment (PYA). Each year DISCOs seek to add last year's shortfalls (unrecovered amounts, old claims, taxes, estimates) to the next tariff. In the CY 2027 petitions, IESCO asks Rs 157.9 bn and SEPCO Rs 36.3 bn. The consumer who paid every bill ends up paying again for those who did not. And there is circular debt, Rs 1.84 trillion at the end of February 2026. Consumers pay for that too. The Rs 1.225 trillion bank loans of September 2025 are being repaid over six years, in 24 quarterly instalments, through the Rs 3.23 per unit debt service surcharge in every bill. So consumers pay for the same inefficiency three times: in the return, in the PYA, and in the circular debt surcharge. The fix is clear: cap tax recovery at a notional tax on the allowed return, exclude unrelated levies, require proof for every PYA claim, and link returns to loss reduction and recovery targets so that circular debt stops growing. @NEPRA, consumers deserve this reform. #ElectricityTariff #Pakistan @CMShehbaz @akleghari @BilalAKayani @kschehzad @sifcpakistan @TextilePtea @PakTexCouncil @SohailPasha19

The Pakistan Textile Council (PTC) has urged the government to retain the Export Facilitation Scheme (EFS) for all legitimate export inputs, warning that further restrictions on yarns and fabrics could undermine value-added exports. Key concerns: • Man-made fibres account for 69% of global fibre production, while MMF-based products represent 63% of global textile and apparel trade. • Pakistan’s share of MMF-based textile exports stands at just 12%. • Further restrictions could increase input costs, squeeze working capital and weaken buyer confidence. The PTC supports strict action against misuse but argues that genuine exporters should not be penalised for the actions of a few.

Mr. Khurram Mukhtar has cautioned the Government about a steep decline in Pakistan's goods exports expected in Q2 FY27. High inflation in Western markets has sharply depressed buyer demand. Sea freight has surged 1.5x to 2.5x, and rising input and logistics costs are making our exports uncompetitive. "The decline in export trade volume is unprecedented. Only the fittest will survive, and once market share is lost, it is extremely difficult to regain," he said. Exporters drive the entire textile value chain. With domestic demand also down due to high inflation, the value chain faces a double impact, and the ginning, spinning, weaving, processing and knitting segments are under severe existential pressure. Immediate measures needed: Temporary DLTL support at 6-8% to retain market share Immediate release of substantial pending refunds to ease the liquidity crisis across the supply chain Removal of cross subsidies in energy tariffs on a war footing EFS anomalies: The Finance Bill FY27 fixed the EFS rate at 4.5%, but banks are charging a minimum of 5.5%, and some up to 8.5%. About PKR 200 billion has gone to yarn exporters despite yarn being on the negative list. Sugar exporters have also received EFS despite sugar being a highly regulated sector. Meanwhile, textile exporters performing 5-6 times above SBP's 2x requirement are being denied allocation. The increased SME allocation is revolutionary. However, an additional PKR 300 billion for SMEs would need PKR 600 billion in additional export performance, which does not exist. Last year's PKR 100 billion SME allocation lapsed unutilised. Allocations should be proportionate to each segment's contribution. The top 100 exporters drive up to 60% of export volume and must be financed adequately. Targeted BMR financing: The Federal Government and SBP should provide tailor made long term and short-term financing to SMEs: PKR 20 billion for ginning, PKR 20 billion for sizing, PKR 50 billion for weaving and PKR 50 billion for processing, a total of PKR 140 billion. This would drive upgrades in productivity, efficiency, automation and sustainability. "We are ready to work with the Federal Government on this tailored programme to strengthen the foundation of the textile value chain," he said. Historically, we have been reactive. The current situation demands a proactive approach. Timely action now will cost far less than rebuilding lost markets later," he said. He called for a 10 year strategic plan built on Pakistan's textile expertise and export surplus, adding that "our textile exports can do wonders if the necessary structural reforms are carried out." @CMShehbaz @jam_kamal @betterpakistan @IhsaanaKhan @kschehzad @TextilePtea #Exports #DLTL #EFS #Textiles #Economy

Who promoted the black economy in Pakistan? Who were the advisors and the blue eyed ones behind these policies? Mind boggling that so called economists are bent on destroying industrialisation. This is against the public at large and our talented workforce.
Respectfully, we did not expect such comments from you. Discouraging export manufacturing at this juncture is a naive approach. No exporter is asking for devaluation for its own sake. We are asking for a realistic exchange rate and a level playing field. If exports are only 7-8% of GDP, who is responsible for that ? Decades of policymaking that artificially propped up the rupee, imposed the region's highest energy tariffs on industry, overtaxed the formal sector and encouraged import led consumption. That bias against exports created the business environment we have today, and the repeated IMF programs that follow hurt the poor the most. Extremely disappointed. Introspection is due from those who shaped these policies. @MusadaqZ @shahzadsaleem @81ShahbazRana @SohailPasha19 @AzizGohir

You only love devaluation at the expense of poor people in Pakistan. Exporters contribute only a meager net $6 billion while dictating the whole system. Exports are only 7-8% of GDP. Please be merciful to the rest of 92-93%

Exports had a strong start in July'27, but the August transporters' strike disrupted momentum. Key reforms needed to sustain growth: Electricity: Rationalize tariffs, end cross subsidy, industrial + B3/B4→B1/B2. Ironically, B1 itself needs rationalization, most fall under commercial category. Gas: Uniform tariff across the board. End subsidies to fertilizer & other favored sectors. Industrial sector must have one tariff instead of process and captive separately. This is big Anomaly. Refunds: Automated, time bound system,no more delays. Finance: Access for all enterprises. LTFF for BMR & industrialization. Prioritize green taxonomy. Compliance: Strengthen National Compliance Centre for global visibility, private sector led, all stakeholders on board. Traceability: War footing readiness across the value chain for upcoming international legislation. Private sector: Go lean, automation, AI in manufacturing, energy efficiency to compete globally. Exports = national priority. Target: 15%+ CAGR growth & new jobs for our workforce. #PakistanExports #EconomicReform @CMShehbaz @DrMusadikMalik @betterpakistan @AliPervaiz450 @akleghari @BilalAKayani @jam_kamal

Completely support this idea. Once this data is publicly available theft will reduce immediately.
Sir @AliPervaizMalik What are @SSGC_Official and the Ministry doing? At least 60–80 MMCFD of gas is reportedly going to industrial captive power users, including illegal/unauthorised use, at around Rs2,300/MMBtu—gas that should now be available for power generation at a lower rate. This is theft in broad daylight. While Pakistan is struggling to arrange even one RLNG cargo of 100 mmcfd powerful industrial mafias are using scarce domestic gas to run captive engines. And who ultimately pays? Electricity consumers through higher FCA, while load-shedding risks rise. The government must act NOW: 1️⃣ SSGC should immediately audit all industrial gas connections and publish the consumption data. 2️⃣ Identify and disconnect illegal/unauthorised industrial connection use for power generation —not just small consumers, but the politically connected and powerful ones too. 3️⃣ The 60–80 MMCFD reportedly being consumed in captive generation should be quantified and assessed for diversion to the power sector, where economically justified. 4️⃣ The Ministry should publish how much gas is being consumed by captive power, at what tariff, and under what legal authority. 5️⃣ Give the public a clear answer: who is responsible for allowing this to continue, and what action is being taken? @AliPervaizMalik — please order immediate SSGC action, publish the findings, and make those responsible accountable. Pakistan cannot afford to subsidise powerful mafias with scarce gas while consumers are being forced to pay the bill.
