On the topic of cost analysis, this recent @APA article provides an excellent demo of a CEA of a class-wide intervention that targets a subgroup (ELs). So clearly written I could read it through my spilled

If we researchers called cost analysis "analysis of resources required for implementation," we might communicate better with practitioners: they are the first to acknowledge the importance of considering what it takes to implement successfully but would not call it cost analysis.
This @educationweek article does a great job of explaining why it's important to consider the costs of implementing and sustaining a new curriculum in addition to the purchase of curriculum itself.
