The post unnecessarily sensationalizes a well-planned and designed data collection system for Census operations. In the age of AI, Vulnerabilities are common. Microsoft, Apple and many organizations released patches and hardening guides to secure many vulnerable systems 1/2
The 2027 Census is going digital, and the geo-mapping software has been handed to a single bidder running a proprietary US-owned platform with a known backdoor that Chinese state-backed hackers exploited for over a year. Every household’s location data, on that. Stupid, foolish, or insane? IFF has analysed the procurement and filed RTIs with the Registrar General. #Census2027 #DataSecurity #DigitalRights #IFF

The Indian Express investigation of 4th November reports that the ECI has reversed almost every SIR-related direction questioned by its own two Election Commissioners. Changes concerning Form 6, hearings, documentation and powers of field officers have followed. Corrections are welcome. But why were the objections not addressed earlier? Who accounts for the hardship caused to voters? Three questions arise: 1.Who initiated these directions, and at what level was their impact examined and approved? 2.What do the files record about objections raised, decisions taken and instructions given for drafting and issuing the orders? 3.If established procedures were followed, why were so many directions subsequently reversed? If they were not, how were the original orders authorised? ECI’s portal says how the officers who form the Secretariat are taken on deputation or appointed by the Commission. Serving IAS and Central Civil Service officers remain subject to the applicable Conduct Rules, even when working in constitutional bodies. Those rules apply to all serving government officers regardless of the place of official duty. Administrative accountability starts with officers who drafted or issued the orders and extends through the entire chain of decision-making to the authority that approved the issue of orders on file. Because directions affecting electoral procedures must ultimately be communicated in writing. The relevant files, approvals, correspondence and issued orders should therefore make it possible to reconstruct how the decisions originated, were modified and finally communicated. If the records are incomplete or unavailable, that too calls for an explanation. The ECI should make the relevant decision records available for scrutiny and if necessary, an appropriate independent inquiry should examine the entire sequence. Such an examination need not be prolonged if the records are properly maintained. The manual of office procedure lays down how files have to be maintained and recepit and dispatch recorded in registers maintained by the personal staff of officers and by the concerned sections. Secretariat procedures are often dismissed as bureaucratic red tape. Recorded decision-making is not red tape. It is an essential safeguard of institutional accountability. The ECI files would show precisely how responsibility was exercised at each level.

We are offering free and priority access (including for commercial applications) to our national river flow datasets to researchers, NGOs, consultancies, and Indian startups. Please fill this form: forms.gle/62YVnFPSvbAw6ziZ7 ILDAS-Flows is a high-resolution streamflow reanalysis product developed using the Indian Land Data Assimilation System (ILDAS), an integrated hydrologic–hydrodynamic modeling framework for the rivers and floodplains of the Indian subcontinent. Built on a 12 m river network, it provides daily streamflow estimates from 1948 to 2022 in 500,000+ river reaches, assimilating gauge observations from over 200 discharge stations through a Localized Ensemble Kalman Filter (LEnKF). For each river reach, the dataset includes daily discharge, annual maximum discharge and its date of occurrence, 2- to 100-year return-period flood estimates, flood seasonality indices, and fitted flood frequency distribution parameters. Reach metadata include reach and downstream reach identifiers, stream order, upstream drainage area, reach length, slope, coordinates and basin name. ILDAS: hydrosense.gitbook.io/ildas HydroSense Lab: hydrosense.iitd.ac.in/ ILDAS-Flows is provided “as is,” without warranties or liability for its use, and must not be relied upon for critical decisions without independent verification and expert assessment.

We just dropped a 15-part comprehensive report on AI spend in the enterprise. Here are my top 3 takeaways: - Spend grew 5.4x last year to $177B, with most spend coming from existing buyers - Most dollars go to the frontier with 69% going to top 3 labs (Anthropic, OpenAI, Google) vs 50% last year - 86% of LLM API spend goes to Anthropic (55%) and OpenAI (31%) Crazy to think AI spend in our first report 3yrs ago was only $2.5B. My Anthropic IPO valuation got some pushback, which is what it was designed to do. I used that pushback to list out what I believe are the biggest and most fragile assumptions in my story, and examined what can go wrong. bit.ly/4AaMy0P

We were taught that Earth orbits the Sun in a closed circle. In reality, Earth has never returned to the same point in space once in 4.5 billion years. Right now, the Sun is carrying Earth and every planet around the center of the Milky Way at 230 km/s (828,000 km/h), more than 18,000 kilometers every 80 seconds. Because the Solar System is tilted 60.2° to the galactic plane and bobs up and down through the galactic disc roughly every 30 million years, the planets trace open 3D corkscrew helices across deep space rather than flat loops. The last time the Sun stood where it stands today, one Galactic Year (230 million years) ago, the very first dinosaurs were only beginning to appear on Earth. Since forming 4.6 billion years ago, our Sun has completed only 20 laps.

India’s deep tech moment is clearly here. A team at @IITKanpur, advised by Dr Devi Shetty, is developing an artificial heart that could cost a seventh of the current price of the globally leading product. Mayo Clinic’s Dr Lyle Joyce, who implanted the world’s first total artificial heart in a woman, called it the most promising LVAD project in the world. This is what India’s lift-off looks like. .@TheSaurabhSri and I tell this story and many more in our book #TheLiftOffNation.

Weekend hack: HackerTube. I was annoyed with YouTube's recommendations so I had Claude filter down 43M comments over 20 years of HN to 6,454 videos that keep being recommended. *Significantly* better viewing experience, ~2 hours with Opus 5.5: hackertube.org/ - Excellent recs without any logins (state is kept in local browser session) - Thumbnail is a representative frame from middle of the video instead of the super duper A/B test hyper-optimized user uploads - Underlying data from the comment analysis as one zip file, point your Claude at it and ask for your own version - HackerTube Longs ✊ A bit more on the process: I use Claude Code (desktop app for Mac), Opus 5.5 on Medium effort as my default. I only talk to Claude and have it do everything, the only "manual work" I helped with in tandem was in the browser (reminiscent of MenuGen): 1) I had to create some kind of API key from Google Cloud UI to query YouTube for video metadata, 2) I booted up a VPS box for serving and 3) I bought the domain name. Once the box was up I gave Claude the IP and told it update, secure, harden, deploy and optimize the code, and it did the whole thing. Many awesome projects that would have normally taken weeks/months even can now be few-shotted for breakfast. What else are we not thinking of.

VIDEO | Delhi: After the successful launch of the NVS-03 navigation satellite aboard a GSLV rocket from Sriharikota, ISRO chief Narayanan said, "First of all, let me extend our greetings and gratitude to all the media persons for your wholehearted support for ISRO missions. We are extremely happy to inform you that the GSLV F18 vehicle has successfully and precisely injected the NVS03 navigation satellite into the required precise orbit. I would like to give you the numbers so you can understand the degree of precision with which it was injected, the perigee, against 170.36 km, we achieved 170.31 km; the apogee, against 37,247 km, we achieved 38,080 km. This is one of the best accuracies of any launch vehicle in the world that we can think of, and that is the level of accuracy we have obtained." "This is the 20th launch of the GSLV, and to date, the GSLV vehicle has lifted 34 tonnes of spacecraft and placed them into orbit. Last month, we had the GSLV-F17 launch, making this the shortest turnaround time in which a GSLV has been launched, just 56 days before the second vehicle was launched. Currently, there are three navigation satellites in orbit, and this is the fourth satellite joining that constellation. To provide positioning, navigation, and timing services, we require a minimum of four satellites in orbit; with this launch, we are set to restore the positioning, navigation, and timing services for the country." WHAT SHOULD A SECRETARY REALLY BE DOING? Cabinet Secretary T.V. Somanathan’s observations, reported in The Economic Times, about Secretaries who sit on files, avoid decisions, call unnecessary late meetings and treat subordinates poorly, deserve attention. His cartoons depicting 12 varieties of bureaucratic behaviour must have raised a few smiles. I hope the media will share them soon. But it is his questioning of an appraisal system in which almost everyone scores close to 10 out of 10 that identifies a much more serious problem. I would add three varieties to the Cabinet Secretary’s list: 1.The window dressers, who excel at presentations, impressive statistics and claims of achievement, without checking whether anything has actually improved on the ground. 2.The ever-smiling, ever-agreeable “Sab badhiya hai, Sir” Secretaries, who seldom question, suggest or disagree. 3.The sycophants, who seek political blessings through extravagant praise, including laudatory articles and entire book chapters about those in power. Somanathan’s observations reminded me of a Defence Secretary under whom I worked many years ago. S.M. Ghosh, a 1951-batch IAS officer of the Gujarat cadre, took an interest in my development although I was a mere Director in the Ministry of Defence. Once a fortnight, he would call me for a reflective 15–20 minute conversation. I learnt the word “perspicacious” from him. He said that was the key quality he looked for in a senior officer. I was soon to be promoted as JS. One day I asked why his desk was invariably empty. Where were all the files? His reply was memorable. “I’m not here to clear files. Only exceptions to established systems should come to me. I judge officers by the number of files they send up.” He explained that his job was to think ahead, anticipate problems, devise better ways of working and change systems that needed changing. Senior officers were expected to implement what he thought needed change. He judged them by the results which he checked out on his own. Ghosh was far from popular, but was certainly effective. I never forgot what he said. Having watched dozens of Secretaries as a Director, a JS , an AS and eventually my colleague Secretaries, I can say that a good Secretary starts his innings by identifying what needs changing; he initiates the improvements; he follows up; and finally he checks whether results are showing on the ground . An outstanding grade given by him should be based on evidence of improvements initiated, results achieved and systems strengthened—not merely a record of instructions faithfully carried out. S.M. Ghosh’s empty desk was not evidence of inactivity. It reflected his understanding of what a Secretary was appointed to do. THE TEST IS NOT HOW MANY FILES A SECRETARY CLEARS, BUT WHAT HE CHANGES, WHAT IMPROVES AND WHAT CONTINUES TO WORK AFTER HE LEAVES.

Perhaps other engineering colleges may follow suit. I would suggest a bridge course for all engineering students on AI who have completed their degrees in the past three years. Additional courses on Statistics may be introduced in second year.
At 𝗕𝗜𝗧𝗦 𝗣𝗶𝗹𝗮𝗻𝗶, we have launched a 𝗻𝗲𝘄 𝗰𝘂𝗿𝗿𝗶𝗰𝘂𝗹𝘂𝗺 responding to AI’s impact on education and growing mental health concerns. AI has democratised access to knowledge. Our focus therefore is now on giving students the confidence and skills to build independently. We have strengthened hands on learning and made research and project activities integral to undergraduate studies through the Undergraduate Research Opportunities Programme (𝗨𝗥𝗢𝗣), 𝗔𝗱𝘃𝗮𝗻𝗰𝗲𝗱 𝗨𝗥𝗢𝗣 and 𝗦𝘂𝗽𝗲𝗿 𝗨𝗥𝗢𝗣. Students engage with societal problems, with funding to develop and test solutions within the curriculum. 𝗣𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗦𝗰𝗵𝗼𝗼𝗹’s industry mentorship and #𝗲𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀𝗵𝗶𝗽 pathways help take these ideas towards ventures. We are spending over ₹50 crore this year upgrading undergraduate laboratories across Pilani, Goa and Hyderabad to reflect technological advances. We have also taken the lead in integrating 𝗽𝗵𝘆𝘀𝗶𝗰𝗮𝗹 and 𝗺𝗲𝗻𝘁𝗮𝗹 wellbeing, with about 60 hours of structured participation in fitness, creativity, wellbeing workshops, social conduct and community engagement. Approximately 250 faculty colleagues across departments and campuses have contributed to this revision of BITS Pilani’s undergraduate curriculum. Inputs from recruiters and alumni, along with feedback from student surveys, have helped shape the changes. The restructured curriculum includes: • Credit hours that account for the total student workload, including self study and reflection. This makes the demands we place on students more visible. • Greater emphasis on learning through design, prototyping, experimentation and projects, with more problem solving in the classroom. • A broad foundation across science, engineering and computing, alongside humanities, arts and social sciences. • Structured opportunities to progress from introductory undergraduate research to advanced projects and thesis work. • New pathways for entrepreneurship, research and industry practice embedded into Practice School. These help students identify problems, develop and test solutions, and take promising ideas towards products and ventures. For us, making room for these experiences is an important curriculum decision. Students need time to build healthy habits and meaningful relationships alongside their academic work. My thanks to the curriculum review team and everyone who contributed to this exercise. @bitspilaniindia @BITSAA @bitshyd @BITSPilaniGoa @BITSPilaniDubai --------------- BITS Pilani revamps UG curriculum to prepare students for AI era: Vice Chancellor - The Economic Times m.economictimes.com/industry…
