Until 1962, Georgia had a law (County Unit System) where Urban Counties (basically just Atlanta) could only count for up to 11.7% of their votes.
Urban Counties were 41% of Georgia's population, so Atlanta's population would only have 1/4 of a vote each

The Georgia Supreme Court just ruled that local Republican leaders cannot impose political loyalty tests to decide who gets to run in GOP primaries, rejecting an attempt by a far-right group that tried to block four candidates from running.

That’s because in GA, the governor’s party gets to list its candidates on top, which confers an advantage.
