Once a touchdown is scored, THE PLAY IS DEAD.

One foot required for a CFB catch and touchdown and he gets two feet in and because the ball gets knocked out of his hands out of bounds the play isn’t completed?

Education is riddled with these types.
Curriculum companies, central office admin, and instructional coaches are often people who couldn't hack it in the classroom. Many district admin didn't even major over the subject they're the "coordinator" of for an entire school district.
Hey. Guess what. This guy does NOT have a PhD in MATHEMATICS.
He has a PhD in Mathematics Leadership and Education.
He also DOES NOT HAVE A BACHELORS DEGREE IN MATHEMATICS. He has a Bachelors in Early Childhood/Elementary Education.
In other words, Dr. Koz is another EdD.
In other other words, just like every other over-credentialed K12 employee suffering from (but ultimately ignorant of) Dunning Kruger syndrome, he's talking directly out of his butt.

Let's get back to the basics: pen/pencil, paper, repetition, work graded for accuracy, honest grading, and most importantly - students deferring to teacher authority.
