COGAT continues to coordinate the entry of special equipment into the Gaza Strip as it ramps up efforts to bring in winterization equipment, in coordination with the international community.
This week, among other items, the following equipment entered under the safety mechanism in collaboration with the international community:
⛺️ Over 8,000 tents
🩻 Ultrasound machines for @WHO
🏥 Incubators for premature babies for @UNICEF
🚻 Mobile toilets for @UNICEF
🛢️ Car oil for @WCK
Together with UN agencies, international organizations, and donor countries, Israel will continue to facilitate the entry of essential equipment into the Gaza Strip, supporting winter preparedness and local WASH and medical efforts.
After several days during which private-sector merchants suspended truck coordination activities in protest against Hamas's taxation mechanism and threats, the merchants informed COGAT that Hamas had reportedly withdrawn its demands for payments of approximately NIS 10,000 per truck and for goods to be sold in cash. Following this development, the merchants submitted requests to resume coordination of the entry of goods into the Gaza Strip.
The merchants' reports do not, in themselves, constitute verification that Hamas has ceased imposing taxes. Coordination will resume gradually, with an emphasis on the entry of essential supplies ahead of the winter season, while strengthening oversight of merchants' compliance with their obligation to make and receive payments exclusively through bank transfers, including the documentation of transactions. These measures are intended to ensure that Hamas does not exploit the mechanism for its economic and military buildup.
Any merchant found to have made payments to Hamas will have their authorization to operate under the mechanism for bringing goods into the Gaza Strip revoked.
The resumption of coordination is being carried out in accordance with Israel's commitment to the humanitarian provisions of the ceasefire agreement.

Last week, among other items, the following equipment entered under the safety mechanism in collaboration with the international community:
⛺️ Entry of more than 8,000 tents
🧤 Entry of more than 250 trucks carrying winter equipment
🔧 Maintenance of water and power lines and sewage drainage from displaced persons camps
🏥 Approval of 3 mobile clinics for IMC
💉 Approval of 7,500 tetanus vaccine doses
Together with UN agencies, international organizations, and donor countries, Israel will continue to facilitate the entry of essential equipment into the Gaza Strip while maintaining necessary safety measures. Humanitarian aid continues to enter the Gaza Strip, preparing the Gazan civilian population for winter and supporting local WASH and medical efforts.
Despite Hamas’s ongoing attempts to spread false narratives about alleged shortages in the Gaza Strip, particularly following protests by private-sector merchants against Hamas, the facts on the ground tell a different story: Gaza is flooded with humanitarian aid and food supplies.
Since the October 2025 ceasefire, over 2.2 million tons of food have entered Gaza.
Hundreds of aid trucks enter Gaza daily, with 70–80% carrying food.
Additionally, 41 bakeries produce over 3 million pitas daily, around 100 kitchens remain operational, and market food prices have dropped by 83%.
Further evidence of food availability includes uncollected food boxes on Gaza’s streets, UN reports indicating an improved food situation, and a statement by the head of Gaza’s Bakers Association.
Despite Hamas’s attempts to falsely portray Israel as obstructing the entry of humanitarian aid into Gaza, COGAT will continue facilitating its entry, ensuring a steady flow of food and essential supplies.
Watch Major Ross, Deputy Head of COGAT’s International Relations Branch, show the hundreds of trucks carrying fresh food into Gaza daily.
Contrary to recent reports echoed by Hamas, Israel did not initiate the suspension of private-sector operations for the entry of goods into the Gaza Strip.
As previously communicated by COGAT, in recent days, private-sector merchants informed COGAT that, due to Hamas’s forced taxation mechanism and threats against merchants who refuse to comply with its demands, they had decided to suspend the coordination of trucks carrying goods into the Gaza Strip until further notice, out of genuine fear for their lives and safety.
According to reports received from the merchants, Hamas demands approximately 10,000 NIS for every truck carrying goods into Gaza and requires merchants to sell approximately 30% of their goods in cash, in an effort to gain control over the proceeds. It was also reported that Hamas security personnel arrested the son of one of the merchants and transferred him to Abbas Prison after his father refused to comply with the organization’s taxation demands. This incident, along with the threats and pressure exerted on the merchants, led them to suspend coordination activities out of fear for their lives.
It should be emphasized that humanitarian aid continues to enter the Gaza Strip through the UN, international organizations, and donor countries. According to COGAT’s assessments, based on UN reports and evaluations by experts from the international community, the volume of aid entering through these channels is sufficient to adequately meet the needs of the population in Gaza, even without private-sector operations.
Over the past several months, COGAT, in cooperation with the IGSC, the United Nations, and the international community, has been advancing a winterization plan, with an emphasis on the entry of tents, shelter supplies, and winter clothing, as well as the advancement of projects in the WASH and healthcare sectors.
Since the implementation of the plan began, the entry of more than 71,000 tents has been coordinated, including more than 8,000 in the past week alone, in addition to more than 7,300 trucks carrying clothing and blankets, sanitation supplies, and medical equipment.
At the same time, COGAT is facilitating the advancement of projects by the international community to strengthen WASH infrastructure, with an emphasis on sewage drainage operations and improvements to water transmission networks. In the past week alone, the entry of 8 sewage vacuum trucks for the International Committee of the Red Cross (ICRC) was approved, sewage was drained from numerous systems in camps for displaced persons throughout the Gaza Strip, repairs and maintenance were carried out on the Strip's water transmission network, and substantial quantities of sanitation supplies were brought in.
In the medical sector, the entry of 7,500 tetanus vaccine doses for UNICEF and three mobile clinics for the International Medical Corps (IMC) was approved over the past week, alongside the entry of substantial quantities of medical equipment, fuel, and engine oil for hospitals and medical facilities operated by the United Nations and international organizations throughout the Gaza Strip.
COGAT continues to approve requests submitted by international organizations promptly, enabling them to bring in the necessary equipment and prepare the Gaza Strip for winter. To date, more than 700 requests covering tens of thousands of trucks carrying winterization supplies into the Gaza Strip have been approved. However, more than 380 of these approved requests have yet to result in the entry of the supplies (approximately 54%).
COGAT will continue working in cooperation with the United Nations, international organizations, and the international community to maintain the humanitarian situation in the Gaza Strip at its current stable level and will continue advancing the winterization program for the upcoming winter, while taking the necessary measures to prevent Hamas from seizing control of the humanitarian aid and essential supplies.

🔎 NOW REVEALED: Armed Hamas terrorists at Kamal Adwan Hospital, which continues to serve as a major hub for Hamas terrorist activity.
As previously revealed, the hospital and its surrounding area have been used by Hamas and Islamic Jihad in recent years to advance terrorist attacks against Israeli civilians and IDF soldiers.
Hamas terrorists continue to use the hospital to advance attacks & restore Hamas’ capabilities, while exploiting the presence of patients, medical staff, and using civilians as human shields, in violation of international law.
Tents are entering the Gaza Strip, and that’s a fact.
Since the beginning of the winterization campaign, more than 53,000 tents have entered the Gaza Strip through the United Nations, international organizations, and donor countries, including Egypt and the United Arab Emirates.
This is in addition to more than 7,300 trucks carrying tarpaulins, blankets, winter clothing, and other essential supplies that have entered the Gaza Strip.
This video shows the reality on the ground: numerous tents have entered Gaza and have been set up by local residents for their own use.
So, @UNmigration , does this look like a shortage of tents to you?
COGAT’s Statement Regarding IOM’s Publication on Winter Conditions in the Gaza Strip:
IOM's statement presents a biased and misleading picture, omits essential facts, and ignores Hamas's exploitation of humanitarian aid for terrorist purposes. We regret that the organization has chosen to level accusations against Israel while presenting misleading information and disregarding the security considerations, of which it is fully aware, underlying the restrictions on certain components. In doing so, it contributes to the spread of false narratives that serve Hamas's interests.
Israel proactively announced a winterization plan aimed at preparing the Gaza Strip for winter and strengthening sanitation infrastructure, and called on international organizations to coordinate the entry of tents and additional shelter supplies. Since COGAT launched its winterization efforts, more than 53,000 tents have entered the Gaza Strip through the United Nations, international organizations, and donor countries, including Egypt and the United Arab Emirates. This is in addition to more than 7,300 trucks carrying tarpaulins, blankets, winter clothing, and other supplies that have entered the Gaza Strip in recent months. Throughout the war, Israel has regularly facilitated the coordinated entry of tents, and there is currently no restriction on the number of tents that may enter. Security screening of tent components is intended to prevent the entry of materials that could be exploited by Hamas for terrorist purposes.
Regarding the kits that were not approved for entry, IOM omits a crucial fact: The kits were purchased before approval for their entry was obtained. They contain wooden poles, which Hamas has been proven to have used in the past to construct terrorist tunnels. The organization is familiar with the procedures and knows which types of tents are permitted to enter. Purchasing equipment without prior authorization does not obligate Israel to approve its entry, and media pressure does not eliminate the risk of such equipment being used for terrorist purposes.
Construction materials and reconstruction equipment will not be permitted to enter the Gaza Strip until Hamas disarms. Hamas continues to exploit resources intended for the civilian population to rebuild its military capabilities, and ignoring this reality diverts attention from its responsibility for obstructing progress in the Gaza Strip. Israel will continue to facilitate and coordinate humanitarian aid, but will not permit winterization efforts to become a supply channel for Hamas's terrorist infrastructure.
Today we mourn three years as of October 7th, 2023.
We remember the victims of this day and all the heroes who have given their lives since then.
May their memory forever be a blessing.
For your information,
In accordance with the security situation assessment and with the decision of the minister of defence, a general closure will be imposed on the Judea and Samaria area, and the Gaza Strip crossings will be closed on October 5 and October 7, in connection with the commemoration of the events of October 7.
Exceptions for crossings in Judea and Samaria will be granted only for humanitarian, medical, and other exceptional needs, subject to COGAT's approval. Essential healthcare workers will also be permitted to cross, as will individuals covered by State commitments to the High Court of Justice and those requiring passage for needs related to the Seam Zone.
On these days, aid will not enter the Gaza Strip. However, the collection of aid from the Gazan side of the Kerem Shalom Crossing will continue as usual. It should be emphasized that the closure of the crossings on these dates is not expected to have any impact on the humanitarian situation in the Gaza Strip.

Humanitarian aid continues to enter Gaza daily, including sufficient food, medical, and WASH supplies to support the civilian population. COGAT presents an updated humanitarian overview of the Gaza Strip, offering an up-to-date assessment of the humanitarian situation.
Yesterday, 113 Gazan patients and their escorts left through the Kerem Shalom crossing in a coordinated medical evacuation. Through Jordan, these patients will fly to a third country to receive medical treatment, coordinated by COGAT in full cooperation with the UN and the international community.
In addition, the Rafah Border Crossing has remained operational. To date, roughly 6,300 people have entered, and 6,600 have exited Gaza via the border crossing since the start of the ceasfire.
Israel remains committed to coordinating the appropriate medical response for the Gazan civilian population, and will continue coordinating medical evacuations together with the WHO.

Humanitarian aid continues to enter the Gaza Strip, preparing the Gazan civilian population for winter and supporting local WASH and medical efforts.
Since the start of the ceasefire, more than 24,000 tons of medical supplies and equipment, including advanced medical gear, have entered the Gaza Strip in coordination with the international community.
These deliveries are part of broader efforts to support Gaza’s healthcare system, including the rotation of medical personnel, medical evacuations, the establishment of new field hospitals and clinics, and the entry of fuel, engine oil, and other essential supplies. This week alone, more than 150,000 liters of fuel were coordinated for entry into Gaza and delivered directly to support @WHO operations.
In parallel, regular staff rotations for international organizations continue to be facilitated in accordance with their requests. This month alone, nine rotations have taken place, involving dozens of medical, logistical, and other humanitarian personnel.
COGAT׳s Statement Regarding Recent Reports on the Blocking of Equipment Entry into Shelters:
COGAT regularly facilitates and encourages the entry of shelter supplies into the Gaza Strip in coordination with international organizations. In the past month alone, more than 20,000 new tents have entered the Gaza Strip as part of ongoing efforts to replenish and maintain shelter stocks.
At the same time, there are genuine security concerns that Hamas could exploit certain components used to construct shelters to rebuild its terrorist infrastructure and strengthen its capabilities, as it has done in the past with resources intended for the civilian population. COGAT therefore maintains ongoing coordination with international organizations regarding items that raise security concerns, working with them to identify suitable alternatives and establish appropriate monitoring and oversight measures. The goal is to facilitate the entry of essential shelter supplies while minimizing the risk of their diversion by Hamas for terrorist purposes.
Claims that Israeli policy is the primary obstacle to improving conditions in the Gaza Strip are not only factually inaccurate, but also divert attention from Hamas's continued role in obstructing progress and exploiting humanitarian aid for its own political and military purposes.
