Yes. Since 1 October 2022, Nigeria’s Advertising Regulatory Council (ARCON) has banned foreign models and voice-over artists from any advertisement (including TV commercials) targeted at or exposed on the Nigerian market. Only Nigerian talent is permitted. The rule remains in force; limited flexibility allows blends if Nigerian representation is equal. It applies to all non-Nigerians regardless of race or origin, to promote local talent and the industry.
