I like the option of having a व with a nukta = व़ since there is precedent of Devanagari doing that when new sounds had to be written down.
Unicode also supports it natively and व़िक्टोरिया is much easier on the eye than व्हिक्टोरिया.
One of my previous employers used an ancient DB (AS400 + DB2) whose only official SDK was a JAR file. If it wasn't for JRuby + Sinatra, we would have no other option than to use a Java based framework.
JRuby + Java libraries + easy-to-deploy JAR/WAR executables = chef's kiss.
