One of the less understood NC provisional ballots categories is "No Record of Registration" (NROR). This is when a prospective voter presents but the pollworker can't find the voter in the pollbook. This is usually because the voter is in fact NOT registered, and you can't register on election day. Of the 34,782 2026 provisionals, 46% are NROR. Of the 26,022 2022 provisionals, 50% were NROR, but 1,120 (9%) WERE counted, usually because the pollworker could not find the voter in the pollbook, but the name was actually there, OR there may have been an error in processing a timely registration OR still in a queue from DMV. See image below for party and race stats on 2026 and 2022 NROR. In 2022, a plurality were registered Republican, in 2026 they were more than 2 to 1 Democratic. An interesting factoid, for any NROR not counted, the provisional form is also a voter registration, so the person will be registered for future elections. If 9% of the 16,021 NROR for 2026 are counted, the remaining 14,000+ not counted will become registered voters! #ncpol

If you are an N.C. voter (and haven’t voted) look-up your polling place at vt.ncsbe.gov/RegLkup/ if you moved from your registration address AFTER Oct 4, 2026 continue to vote at the polling place for your old address. #ncpol

NORTH CAROLINA REMINDER: If you are active duty or their spouse or dependent, or are overseas, your deadline to apply for absentee ballot online is Mon, Nov 2 at 5pm, details ncsbe.gov/voting/military-an… - your ballot if submitted through the portal is due by 7:30 pm Nov 3. #ncpol

An advantage to NC early voting rather than election day is the voter can easily report an address change within county and get the right ballot. On election day the voter may have to use a time-consuming provisional ballot. In Wake Co of 211,003 early voters thru Mon, 6,500+ reported an address change, sometimes also name change. #ncpol
