Forget the Winter Fuel Allowance. How about a cigarette subsidy for pensioners? That's what the Attlee Labour government did. In 1947, the Labour Chancellor Hugh Dalton introduced a tobacco subsidy for pensioners. Dalton began his speech in the House of Commons on 9th July 1947, 'At last I am going to seek to make provision, with the consent of the House, for some old people to have a smoke.'
