Employees were excited because they had been promised certificates and additional qualifications.
However, three weeks passed, and nothing happened.
Whenever employees asked about the training, HR kept giving excuses.
One afternoon, a junior accountant reviewing company expenses noticed that the $18,000 payment had been made to a company registered under the HR manager's younger brother.
She became suspicious and checked the consultant's business address.
It turned out to be a private residential apartment.
