Our new @apsrjournal is out! We study whether policy and congresspeople are more responsive to White Americans than racial minorities, matching individual level opinion to policy outcomes and roll call votes on 134 issues using 500K survey responses from 2016-2022. 1/n

Two APSRs in one month! Surveys say lower-income people favor redistribution more. But what happens when people actually vote on taxing the rich? New @apsrjournal note with Jieun Lee, Grant Baldwin, and Ben Newman, using 73,053 precincts and 8 ballot measures.

The class gap is biggest in Republican-leaning precincts and shrinks in Democratic-leaning ones. In half the measures it reverses: richer Democratic precincts support redistribution more than poorer Democratic precincts.

Big takeaways: 1) Self-interest matters 2) No “I’ll be rich someday” effect among the upper-middle class 3) Support only falls off in the richest places, where taxes kicks in 4) Partisanship can override self-interest: affluent Democratic places vote against their pocketbooks

He says the name just fine when he’s begging the Qataris for a personal jet or the Saudis for funding for his son-in-law’s private equity firm. Wonder what’s changed?
Trump on El-Sayed: "His name is actually Abduladadalalalala. It's Adulbabababababa Mohammed Al-Sayed. So his middle name is Mohammed. So I was right. He's a jihadist."

Does crime mobilize or demobilize? Scholarship disagrees, partly because studies measure crime and participation differently. In our new @apsrjournal paper, we test 3 measures of crime exposure against both electoral and non-electoral participation using validated turnout data.

Direct victimization is particularly predictive: crime victims turn out to vote less but participate in non-electoral ways more. High-crime contexts demobilize turnout only if the crime is violent. Perceptions of local safety positively predict more non-electoral participation.

Trust in institutions seems central: victims who reported the crime to police participate most beyond the ballot box, and only those who didn't report it vote less. Big takeaway: crime victimization might push people from voting booths to picket lines and community meetings.

For 19 years, a majority-Black Memphis district was represented by Steve Cohen—a white Jewish civil rights lawyer. Tennessee didn’t gerrymander to remove a Black legislator. They did it to disempower Black voters. Our new @TheProspect piece on what Callais really costs:
Millions of voters of color will no longer be able to elect a representative of their choice. But what’s at stake is far bigger: whether voters of color can elect legislators whose votes actually reflect their policy preferences. prospect.org/?p=139239

In our new @LSQjournal, we find that women legislators sponsor more gun control laws than men and fewer gun rights bills — but only the latter finding (fewer gun rights bills) survives in DiD models. Gender shapes gun policy through agenda restraint, not active lawmaking.

These patterns hold when we control for income, age, ideology, and PID. In other words, Republicans represent White Republicans better than Republicans of color. Analyzing legislators’ behavior, we find similar patterns and more... 3/n

Counterintuitively, Black Americans receive worse representation relative to Whites when Black Americans make up a larger share of a state pop., suggesting racial threat matters. Indeed, we find average, local White racial resentment strongly predicts representation gaps. 4/4

My new @apsrjournal (w/ B Newman) is out. We show that exposure to mass shootings increases support for gun control ballot measures, but not Dem vote share (a bundle of sticks). Want to harness post-shooting demands for gun control? Choose direct democracy over party politics.
