If there's two characters that highlight the low level decline of the Republic its Jocasta Nu and Dexter Jettster in the Clone Wars.
Jocasta is a complete functionary. The star charts are purposefully tampered with to remove Kamino, and yet all she can reply is that if something is not in the Jedi Records, it does not exist... This is a subtle nod to the classic 1950s American SciFi novel "Atlas Shrugged" in which an economic collapse is so severe and the government so corrupt that after months of searching legendary Philosopher and professor Hugh Akston is randomly found running a 50s highway diner.
