According to sheikh ibn Baz, donating to build a church is a great evil & it is haram. He says that some scholars even considered it to be kufr & apostasy.

If takfiring one ruler by itself made u a khariji, then why would the Prophet ﷺ allow khuruj if the 'muslim' ruler were a kafir? This shows that a "muslim" ruler could truly be a kafir.
