Hassan Sheikh Mohamud’s speech tonight conveyed an unmistakable message: no retreat, no compromise. His words and gestures reflected a determination to proceed with his preferred electoral model, regardless of political consensus. From disputed elections in Mogadishu and Galmudug to tensions in South West and Hirshabelle, the fundamental question is who controls the electoral rules and whether the incumbent can genuinely lose. His rejection of the 2012 constitutional framework deepens concerns about a silent constitutional coup. He appears prepared to risk fracturing the federation in pursuit of an electoral victory on his own terms. Constitutional reform cannot confer legitimacy on the concentration of executive power. The masks are off. #Somalia #Mogadishu @HESharifShAhmed @HassansheikhAli @HassanSMohamud @SomaliPM, @HassanAKhaire @DrBaadiyow @TC_MogadisuBE @SadiqAbdi5 @US2SOMALIA @UKinSomalia @francescaDM_EU @EU_in_Somalia @UNTMIS_ @_AfricanUnion @IGADsecretariat @omardhagey @SONSA_NSA @hrw @UN_HRC @UNHumanRights @UN_SPExperts @CNN @BBCWorld @BBCAfrica @BBCNews @ABC

The attack last night in Doolow on General Mahad “Shub” Abdirahman’s residence is deeply alarming and must be condemned in the strongest terms. He was a Somali citizen living in a residential area and openly expressing his political views. Five civilians were reportedly injured. The use of a sophisticated, targeted drone strike in a residential area raises serious questions. But let me be clear: ultimate responsibility for what happens in Somalia rests with the Somali Government and its leadership. They are responsible for the security of the Somali people and must be held accountable for actions carried out under their authority. Dalka iyo dadka Soomaaliyeed waxaa mas’uuliyadda u haya Dowladda Soomaaliyeed iyo madaxdeeda, iyaga ayaana lagala xisaabtamayaa. What makes this attack even more disturbing is its timing. It comes as we are on the verge of concluding an agreement to establish the Democratic Transition Task Force (DTT), with a signing expected within days. So we must ask plainly: Was this attack intended to derail the political process? If so, how can President Hassan Sheikh Mohamud be taken seriously in negotiations while political opponents are being targeted with lethal force? We cannot resolve our political differences through missiles, drones, and force. If the DTT agreement is to have any meaning, the violence must stop, and the political process must be protected.

I fully endorse the statement by the Union of Somali Islamic Scholars' Councils condemning the forced displacement of Mogadishu's citizens. The outgoing president has overseen a systematic land grabbing scheme in the capital, enforced by coercion and in open violation of citizens' rights. It threatens the security of every resident of Mogadishu. Our religious leaders have spoken clearly. Every Somali must now take a stand as history will record who stood for justice and the rule of law, and who chose injustice and force.

Somalia's Defence Minister, Ahmed Moallim Fiqi, recently claimed that there are only two political parties in Somalia: the JPS led by President Hassan Sheikh Mohamud and Al-Shabaab. He may have intended to dismiss the opposition as irrelevant, but his statement raises a serious question. Why does the current administration, whose mandate expires on May 15, 2026, frame a terrorist organization as its principal political rival instead of the democratic opposition, including former presidents, prime ministers, ans ministers. It is really difficult to dismiss the Minister's statement as a simple slip of the tongue when you know that the co-founder of Al-Shabaab, Mukhtar Robow, is the Minister of Religious Affairs despite never standing trial for his past role in the terrorist group. Mr. Fiqi's predecessor at the ministry and current Minister of Ports is also a former Al-Shabaab member. This caused me to wonder: is this part of the reason the US decided to end its $502 million funding for the UN to support the AUSSOM logistics? If so, does Washington anticipate that Al-Shabaab could eventually become the country's dominant political force? Nevertheless, the prevailing culture within the FGS leaders is driven by power, status, and political opportunism rather than principles. For instance, the current Minister of Internal Security once opposed HSM as a "corrupt and dangerous man" and only switched sides after his fallout with Jubbaland president, Ahmed Madobe. Somalia is a beautiful nation with immense opportunities and potential to become the Singapore of East Africa, but it continues to suffer from the deliberate instability, division, and misgovernance of corrupt, incompetent, yet violent men who hold 20 million citizens hostage for 3.5 decades. The ultimate choice belongs to the citizens to uprise and reject the cycle of lawlessness.

The lame-duck president, Hassan Sheikh Mohamud, is reportedly planning to proceed with a parliamentary election that many argue is unconstitutional. He is seeking to install a Speaker in a Parliament whose constitutional term expired on April 14, 2026. The broader concern, according to many observers, is what they see as a continuing pattern of disregarding the Constitution and the laws governing the country. They argue that Somalia’s political crisis persists because President Hassan Sheikh Mohamud is determined to manipulate the country’s constitutional and legal frameworks to advance his political agenda. Looking back at the president’s conduct over the past four years, it is likely that he will seek the election of a compliant Speaker who will do whatever he is told to do. The parliamentarians participating in this vote at least have a choice among the candidates before them. Rather than supporting the president’s preferred candidate, they should choose to support Hon. Sadat Alio, who has a cleaner political record that surpasses the President’s preferred candidate. Vote for Hon. Sadat Alio because of his demonstrated commitment to constitutional governance, and his advocacy for inclusive political processes that prioritize national stability over partisan interests. Disclaimer: Endorsing a candidate for Speaker does not constitute recognition of the legality or constitutional legitimacy of the current Parliament or the government overseeing this process. It reflects only a preference among the available candidates.

1) IGAD’s mandate covers development, food security, and intergovernmental cooperation. ✅ 2) IGAD’s mandate does NOT include brokering internal Somali political disputes through unofficial Eid visits. ❌ If IGAD wished to formally facilitate dialogue between Mogadishu and Jubaland, that would require institutional mandate NOT a personal holiday visit followed by a public endorsement post. 🫢😬😳 What you have done is use IGAD’s platform and Somalia’s goodwill to launder political legitimacy for a man who ordered his forces to fire on the Somali National Army. That is not diplomacy. That is not wisdom. And it is most certainly not patriotism. I want to leave you with this: You are NOT a neutral actor. You are the Deputy Executive Secretary of IGAD, a position you hold because the Federal Government of Somalia 🇸🇴 lobbied for your appointment. 🫵🏽That same government is now the one you are publicly undermining by legitimizing a figure it does not recognize, in a dispute that touches directly on Somalia’s constitutional order, its federal security architecture, and an active conflict zone. Resign ASAP!

Listen to me, my fellow Somalis, Sudanese, Eritrean and Egyptian brothers and sisters. 🇸🇴🇪🇷🇪🇬🇸🇩 We must unite, just like the Scandinavian 🇸🇪🇳🇴🇫🇮🇩🇰countries, and combine our strength. We should start by cooperating in key areas: media, intelligence, defense, currency, airlines, investment, and foreign policy. Ethiopia remains the main source of instability in our region, and we must finally recognize this and take action. This anti-African country has long enjoyed support from foreign powers, which it uses to betray and undermine its neighbors. In Sudan, it collaborates with the Emirates to contribute to the suffering and genocide of the Sudanese people. In the Somali Republic, it supports Oromo led ISIS and Al Shabab that terrorize Somalis while hiding under Atmis and Islam. In Eritrea, it is preparing potential attacks to gain access to the sea. In Egypt they started weaponizing the Nile river just to starve millions of Egyptians. I personally hold no hatred toward the Ethiopian people. I have always spoken out about the severe violence and suffering inflicted on the Amhara and Tigray communities in northern Ethiopia. However, I have come to realize that Ethiopia is the core problem in our region — no matter who holds power. This failing state is exploited by Asian, European, and American interests, often influenced by a Zionist-led hateful policies, to weaken and destroy neighboring countries. We must bravely expose the truth, speak out, and stand together against tyranny, moral decay, and foreign-controlled puppets like Abiy Ahmed, who has been responsible for immense suffering and hundreds of thousands of deaths in northern Ethiopia during recent conflicts. None of us benefits positively from Ethiopia’s current role in the region. Therefore, we should demand the relocation of the African Union headquarters. Africa must choose its own leaders and capital city — and only a country that truly respects international law, human rights, and democracy deserves to host or lead the continent. Ethiopia, which bears responsibility for the severe starvation affecting many Amhara and Tigrayan Christians, the deaths of hundreds of thousands of its own citizens during recent conflicts, and its involvement in regional instability—including in Sudan and the Somali Republic—must finally face reality. We have every right to take action to stop this country from continuing to kill and terrorize our nations. Ethiopia must never be allowed sea access, nor should it continue hosting the African Union headquarters or pursuing its interests in ways that undermine regional peace.

Ref: GSH/XX/CXA/USCONG_34 Date: 14/03/2026 To: Honorable Members of the United States Senate Committee on Foreign Relations To: Honorable Members of the United States House Committee on Foreign Affairs Subject: Request for Congressional Oversight Review of the West Virginia–Somalia Critical Minerals Memorandum of Understanding Dear Honorable Members of Congress, I write to you in my official capacity as a Member of the Committee on Foreign Affairs of the House of the People of the Federal Parliament of Somalia concerning a recently announced Memorandum of Understanding regarding cooperation on critical minerals signed between the State of West Virginia and the Ministry of Petroleum and Mineral Resources of Somalia. According to publicly available information, the document was reportedly signed by Kris Warner, Secretary of State of West Virginia, and Dahir Shire Mohamed, Minister of Petroleum and Mineral Resources of the Federal Republic of Somalia. While Somalia welcomes lawful and transparent cooperation with the United States in the responsible development of strategic minerals, the circumstances surrounding this agreement raise serious constitutional, legal, and governance concerns that may warrant congressional oversight. The United States Constitution clearly restricts the authority of individual states to enter into agreements with foreign governments. The Compact Clause provides: “No State shall, without the Consent of Congress, enter into any Agreement or Compact with a foreign Power.” The Federal Republic of Somalia is a sovereign foreign state. Accordingly, any agreement between the State of West Virginia and the Government of Somalia that establishes obligations related to mineral exploration, extraction, investment, or supply chains could fall within the meaning of an “agreement with a foreign power.” If the agreement was concluded without congressional consent or federal oversight, it may raise constitutional concerns relating to the encroachment of state authorities into matters reserved to the federal government - particularly foreign policy and international economic relations. Serious constitutional issues also arise under the Provisional Constitution of the Federal Republic of Somalia. Under Article 44, natural resources belong collectively to the Somali people and must be managed through a cooperative framework between the Federal Government and the Federal Member States. Additionally, the Constitution grants oversight authority to the House of the People of the Federal Parliament of Somalia to review international agreements affecting national resources and sovereignty. To date: o No such agreement has been submitted to Parliament for scrutiny or ratification. o No consultation has taken place with Federal Member States. o No public disclosure of the agreement’s terms has occurred. These circumstances raise serious concerns regarding the legality and constitutional validity of the agreement under Somali law. The timing of this agreement further raises concerns about governance. The constitutional mandates of Somalia’s federal institutions are approaching expiration: o The term of the Federal Parliament expires in April 2026. o The mandate of the Executive Branch led by Hassan Sheikh Mohamud, President of Somalia, expires on 15 May 2026. International governance standards generally discourage caretaker administrations from entering agreements that could bind future governments on matters involving strategic national resources. Critical minerals are increasingly vital to global supply chains, advanced technologies, renewable energy infrastructure, and national security. Ensuring that any agreements involving these strategic resources are legally valid, transparent, and constitutionally authorized is essential to safeguarding both U.S. and Somali national interests. Congressional oversight would help ensure that cooperation between U.S. entities and Somalia proceeds in a manner consistent with constitutional principles and international best practices. Accordingly, any attempt to authorize mineral development in the Awdal region without consultation with me (Representative of Awdal at the Federal Republic of Somalia the House of People), Grand Chief Suldan Samatar Suldan Ibrahim Suldan Jama (Grand Chief Custodian of Awdal Region), and lawful constitutional institutions would constitute a violation of community rights and customary land governance. Public reports indicate that the delegation representing the Somali government in West Virginia included individuals closely related to Hassan Sheikh Mohamud, including: o Jihan Hassan Sheikh Mohamud, daughter of the President o Mohamed Ibrahim Ali Cajib, Member of Parliament and relative of the President o Dahir Shire Mohamed, Minister of Petroleum and Minerals and relative of the President o Dahir Hassan Abdi, he Ambassador of Somalia to the United States and relative of the President These circumstances raise serious concerns regarding transparency and conflicts of interest in the negotiation of agreements affecting national resources. In light of the constitutional violations described above and the absence of lawful authorization under both U.S. and Somali law, the Memorandum of Understanding must be considered legally null and void. In light of these concerns, I respectfully request that the United States Senate Committee on Foreign Relations and the United States House Committee on Foreign Affairs consider reviewing this matter to determine: o Whether the State of West Virginia possessed lawful authority under the United States Constitution to conclude an agreement with the Government of Somalia. o Whether the agreement required the consent of Congress under the Compact Clause. o Whether relevant federal agencies were consulted prior to its execution. o Whether any U.S. laws governing foreign relations, international agreements, or strategic mineral supply chains may be implicated. The Somali people deeply value the longstanding partnership between Somalia and the United States. Our shared commitment to democratic governance, transparency, and the rule of law provides a strong foundation for future cooperation. Ensuring that international agreements respect the constitutional frameworks of both nations will strengthen this partnership and promote responsible development of Somalia’s natural resources. Please accept, Honorable Members of Congress, the assurances of my highest consideration. HASSAN SHEIKH’S CONSTUTUTIONAL HEIST: A DESPERATE DICTATORSHIP EXPOSED: In a brazen display of autocratic arrogance, Somalia's so-called President  Hassan Sheikh Mohamud has orchestrated what can only be described as a constitutional mugging, shoving through amendments on 2026, that reek of desperation and deceit. This isn't reform it's robbery, stripping away the fragile federal fabric woven after years of bloodshed to pad his own power cushion with an extra year in office. Forget the Provisional Constitution of 2012; Hassan Sheikh treats it like yesterday's trash, ignoring its ironclad rules for amendments that demand nationwide buy-in, federal state handshakes, and a parliamentary process free from his greasy fingerprints. Instead, we got a sham session in Mogadishu, where absent MPs, boycotts, and dubious quorums were swept under the rug like inconvenient truths. And let's talk about his lapdog, Hassan Sheikh's regime crows about ending the transition, but this is just prolonging his own expiry date, extending terms from four to five years while Somalia starves. Amid a drought devouring lives and livelihoods, he's allegedly splashing public cash and aid dollars on MP payoffs millions vanishing into political pockets. The amendments? A blueprint for tyranny, centralizing authority in the presidency and gutting federal checks that kept warlords at bay. Parliament's "overwhelming" vote? A joke, staged with missing members and manipulated thresholds, failing even basic legal muster. This isn't democracy; it's Hassan Sheikh as the villainous director, scripting his survival at Somalia's expense. But the real outrage? Tying this travesty to one-person-one-vote dreams. How dare he dangle electoral fairy tales while trampling legality? Democracy built on violations is a house on quicksand, and Hassan Sheikh knows it he's betting on chaos to cling longer. Somalia's history is littered with leaders who overreached and ignited infernos. Hassan Sheikh risks reigniting those flames, ignoring warnings from parliamentarians, civil society, and states teetering on secession. His "stability" slogan is a smokescreen for sabotage, reopening scars from civil war for personal gain. Hassan Sheikh, your amendments aren't law; they're a laughingstock, void of legitimacy and laced with lies. The Somali people won't swallow this poison pill. Judgment awaits not in your press releases, but in the streets, ballots, and history books that will brand you not as savior, but as the saboteur who sold out Somalia for a stolen throne. CONCLUSION: This divide underscores Somalia's fragile politics: without inclusive dialogue, the changes may exacerbate tensions rather than resolve them, potentially delaying credible elections and deepening instability amid ongoing humanitarian crises.True progress demands accountability, not acclamation. No PR polish can hide the rot: this is constitutional carnage, and those who engineered it will face the reckoning they deserve. The fight for a real, inclusive charter starts now without you at the helm. @MCaanogeel1

STATEMENT Today, Somalia witnessed a deeply troubling development in Parliament. At a moment of acute national fragility, marked by political division, a worsening drought, a near-expired presidential mandate, and heightened foreign-policy sensitivities—efforts were made to advance constitutional changes through security pressure, inducements, and procedural manipulation. A fundamental principle must be stated clearly: a constitution cannot be altered credibly without broad political consensus, public consultation, and respect for transitional realities. Unilateral constitutional change—especially during a political transition—undermines trust in institutions, and legality without legitimacy deepens division rather than resolving it. These concerns are compounded by the political context. The President has less than two months remaining in office, and talks with the opposition are scheduled. Any major constitutional change at this stage risks prejudging those talks and poisoning the political environment. Good-faith dialogue cannot coexist with irreversible decisions taken behind closed doors. Constitutional reform undertaken without inclusion, consensus, and a legitimate mandate erodes democratic norms, weakens institutional credibility, and places Somalia’s political transition at risk. Such actions also undermine the confidence of international partners who have invested in Somalia’s stability, rule of law, and state-building. At this critical juncture, Somalia requires restraint, dialogue, and responsible stewardship—not unilateral actions with irreversible national consequences. These developments reflect a serious failure of governance and statesmanship under President Hassan Sheikh Mohamud, placing unnecessary strain on national cohesion and international credibility. I urge Somali political leaders, civil society, the business community, the Somali diaspora, and international partners to recognize the gravity of this moment and to reaffirm that legitimacy, inclusivity, and constitutional order are indispensable to Somalia’s stability and future. Nations are not destroyed by disagreement; they are destroyed when leaders fail to recognize the moment they are in.

Mr. Tibor Nagy, What you are peddling is not “reality” - it is fantasy dressed up as diplomacy, and it collapses the moment it is confronted with facts, law, and lived experience. You lazily recycle talking points fed to you by a one-clan secessionist administration in Hargeisa, while conveniently using Somalia’s current administration - widely documented as the most corrupt in Somalia’s modern history - as a strawman to justify an illegal secession project. That is not analysis; it is spin. Let me be unambiguous: I was born in Hargeisa. My father served as District Commissioner and Governor. I know that society, its history, and its fractures far better than any lobbyist brief or think-tank memo you have skimmed. The “model democracy” you promote does not exist on the ground outside a narrow clan elite. A “functioning nation” does not: Wage war on its own civilians in Las Anod, resulting in mass civilian deaths and displacement Suppress and marginalize Awdal/Borama communities demanding political inclusion Rule through clan monopoly while branding dissenters as enemies Silence opposition and weaponize security forces against non-Isaaq populations Yet you have never written a single word condemning those atrocities. Not one. That silence speaks louder than your tweets. Your praise also ignores serious allegations that U.S. taxpayer funds and World Bank resources have been diverted to finance foreign lobbying campaigns in Washington, while individuals acting as agents for Hargeisa operate without proper registration under U.S. law. If untrue, transparency should be welcome. If true, it is not diplomacy - it is fraud and influence peddling. So when you ask, “True or not?” - here is the answer: Somalia, despite corruption and fragility, remains a UN-recognized sovereign state, with international legal personality, UN membership, treaty capacity, and constitutional continuity. Hargeisa, regardless of how many op-eds or paid lobbyists it deploys, remains a sub-national administration with zero international legal standing, no recognition, and no lawful path to sovereignty without consent of all affected populations. Calling Somalia an “international beggar” while laundering propaganda for a clan-based secession project is not realism - it is intellectual dishonesty. The only rational conclusion, given your selective outrage and total silence on mass abuses, is that lobby money is talking. And no amount of repetition will turn that fiction into law, legitimacy, or history.
