Did not have on my bingo list for the day a briefing on the future dystopia brought about by global digital currency by parliamentary security. What a world.

I don’t suppose there’s anyone else here attending the Independence Day Party an Winfield House tonight? This tech humanitarian would love to say hello if you are.

Today, my article on the legal aspects of the trend of civilianization of the digital battlefield becomes available on #OpenAccess. international-review.icrc.or… This is a good opportunity to take stock of some of the discussion it has provoked so far. A 🧵: 1/n

For the people asking me what kinds of things I and the ICRC do regarding technology here is a good example. A pressing issue for myself and my colleagues at @ICRC with an easily readable article summing up the issue by @KuboMacak.
Five things you should know about the current trend of civilianization of the digital battlefield: 🧵

Really nuanced and thoughtful piece on the challenges around how social media platforms handle state media accounts and their potential for sowing disinfo and other harms, based on Meta’s experiences and input from external experts
Proud to share this piece on state media policy development in @lawfareblog from myself, @ljhundley, @sarahshirazyan, and @leeyvonnem. This has been a long time coming and it’s very exciting to finally see this out there. lawfareblog.com/addressing-m…

“It's easy for the dead to tell you to fight, and maybe it's true, maybe fighting is useless. Perhaps it's too late. But I'll tell you this... If I could do it again, I'd wake up early and be fighting these bastards from the start. Fight the Empire!” #May4thBeWithYou

The @metpoliceuk is testing public opinion, announcing today they’re “considering” deploying live facial recognition surveillance around the Coronation. Welcome to Britain, a nation of suspects. Quick note on Met claims (tiny 🧵)

Time for me to join the crowd in asking if anyone has an invite to Blue Sky that they might be willing to share.

Okay, so I see a number of smart people in my feed getting really exercised about this New Jersey state appellate court case on insurance coverage and NotPetya. Let me explain why people are (IMO) misinterpreting it. And why it's not nearly such a big deal:

Interesting: Apple reveals rough MAU figures for its major digital products and services in the EU and argues that each be considered for Very Large Online Platform (VLOP) classification under the DSA separately. By this logic, only the App Store qualifies as a VLOP.

A great interview with one of my colleagues on the situation in Sudan and the importance of access for humanitarians.
"We hope that the ceasefire gives people a chance to get out, get supplies & get to safer areas. It's really important that the @ICRC is able to start delivering humanitarian aid to where it's needed most." @SamSmith68 speaking to @azizlisa from 01.22⬇️globalplayer.com/catchup/lbc…

Echoing Tilman here. The suggestion that ‘cyber’ remains a lawless, Wild West is an unfortunate leftover from a previous era of poorly considered scholarship mixed with hyperbole.
1/5 Interesting article by @joetidy on "hacker armies" - I share your concerns. But really? "[T]here's no Geneva Convention for cyber warfare. The ICRC argues that existing codes should apply - so targeting hospitals, for example, would constitute a breach." 🧵

Not only has academia long moved past this suggestion but state consensus has solidified around the position that IHL applies in cyber operations just as it does elsewhere. The UK, for example, has made been very proactive in laying out its views. bit.ly/3mJ5H9Z

While there are new issues that are worth considering and seeking potentially new forms of engagement (the status and role of civilian hackers acting on behalf of a state party to conflict for example) that does not mean that this is an ungoverned let alone ungovernable space.
